Pakistani students can enroll in institutions of higher education of Latvia if

The student's secondary education certificate meets Latvian education standards
The student with proficiency in the language(s) of instruction.

General Entry Requirements:

Bachelors

12th grade qualification with minimum 60% marks
3 year Govt. Polytechnic Diploma with minimum 60% marks.

Masters

3 or 4 year Bachelor Degree in related field with minimum 60% marks

Doctorate

Bachelor & Master Degree in relevant stream (minimum of 5 years studies) with detailed Research Proposal

The Latvian University Admission process:

The Academic Information Centre (AIC) of Latvia determines whether a certificate or an academic degree awarded in a foreign country is equal to a similar qualification in Latvia. If it does not satisfy the standards of the academic level of degrees awarded in Latvia, additional requirements like an entrance exam must be met to achieve the required standard.

Students wishing to study in Latvia have to contact and submit their applications directly to the chosen institution and for this the student has to check the dates of opening and closing of admissions in their preferred study programs.
Language proficiency certificate is strictly required. For English language proficiency, IELTS (International English Language Testing System) or TOEFL (Test of English as a Foreign Language) are acceptable with prescribed scores.

The academic year starts in September; two semesters (fall and spring) are divided into 40 weeks.
The deadlines for September semester admission is generally in May/June. Therefore, Students are advised to apply as early as possible. Each college or university has its own admission policy. When you have Shortlisted the Programs & Universities you want to apply you can apply online. Student who has less than 60% marks in highest degree has to pass an entrance exam.
Documents will be sent to AlC for approval (Latvian Academic Information Centre.

When your qualification matches the university standard the admission process will proceed in the following way:

Once the university is satisfied with your academic standards, it will send you a call for Skype Interview. After you have qualified the interview session successfully, you are asked to Submit Original Scan Documents with University Application fee.
Admission Letter & one year tuition fee invoice will be issued to student
Student pays tuition Fee -Directly to University & Provide Bank Transfer Receipt
Some universities also demand a particular sum as security deposit
Student will send Documents for Student Resident Permit for Approval
University will send a call number to apply for resident permit
Students will submit the confirmed admission letter at Latvian embassy based in Pakistan for getting the residence permit.
Once the permit is approved, students will then apply for the visa

The Student Visa Process:

Filling the visa application form available online or in person
While taking an appointment for the grant of visa, all the required information for the booking process must be entered according to your passport.
Original, signed passport with two photo copies valid for 6 months beyond stay in Latvia, with at least one blank page available for Latvian visa stamp is required.
You have to provide a valid email address.
You will receive an appointment confirmation via email.
The visa application is generally submitted in person on the day of appointment.
One recent 2 x 2 passport type photograph, in color, front view and with a plain/white background is required to apply for visa.
A copy of confirmation of the visa fee payment
Acceptance letter from the university or educational institution
Documentation verifying accommodation availability during studies in Latvia.
