The Water and Power Development Authority (WAPDA) invites applications from qualified and experienced professionals for the position of Social Safeguards Specialist under the project titled:
(Funded under the World Bank Grant Facility)

Master’s or Bachelor’s (Hons.) degree (minimum 16 years of education) in:
Social Sciences
Development Studies
Environmental Sciences
Gender Studies
Business Administration
Or a related field
Degree must be from a reputable local or foreign institution recognized by the Higher Education Commission (HEC) of Pakistan.
Minimum 10 years of relevant experience in:
Social assessments
Resettlement planning and implementation
Stakeholder engagement
Community development in large infrastructure projects
Experience in hydropower or dam projects preferred.
Strong familiarity with:
World Bank Environmental & Social Framework (ESF)
Pakistan’s legal and regulatory framework
Demonstrated experience in social capacity building and institutional development.
Preference: Candidates with prior experience in International or World Bank-funded projects will be given preference.
Appointment on a contract basis with a lumpsum package.
Initial tenure: 01 year, including a 03-month probation period.
Extendable based on satisfactory performance and organizational requirements.
Services will not be regularized at any stage.
Market-competitive lumpsum pay package based on qualification and experience.
The selected consultant will be responsible for the following:
Review existing social safeguard processes across hydropower projects.
Identify operational needs related to Land Acquisition & Resettlement (LA&R), Environmental & Social Safeguards (ESS), project management, and finance.
Design and implement a comprehensive social capacity-building program for hydropower projects.
Develop central and project-level procedures, manuals, and operational tools.
Prepare standard Terms of Reference (TORs) for:
Social assessments
Surveys
Resettlement Action Plans (RAPs)
Livelihood restoration
Labor and gender/GBV risk studies
Ensure project documentation complies with international donor and World Bank requirements.
Design monitoring frameworks to track:
Resettlement implementation
Livelihood restoration
Grievance Redress Mechanism (GRM) performance
Stakeholder engagement quality
Support implementation of social risk mitigation measures under the Environmental & Social Management Framework (ESMF).
Advise on social risks affecting vulnerable groups and community relations.
Design and conduct training sessions for WAPDA staff on:
ESF social standards
Consultations
RAP preparation
Labor management
Gender-based violence (GBV/SEA) mitigation
Develop training modules for WAPDA’s technical programs.
Recommend relevant short courses from international institutions.
Coordinate with GIS/MIS and Environmental Specialists for ESF support.
Participate in project meetings and prepare progress reports and presentations.
Conduct site supervision visits and provide feedback to leadership.
Develop practical guidelines for effective grievance redress mechanisms.
Perform any other tasks assigned by the Project Director/Authority.
