Job Opportunity – GIS / MIS Specialist (Individual Consultant)

WAPDA invites applications from qualified and experienced professionals for the position of GIS / MIS Specialist as an Individual Consultant under the project titled:

“Building Environmental and Social (E&S) Capacity in Hydropower Development in Pakistan”

(Funded under the World Bank Grant Facility)

The recruitment will be conducted in accordance with World Bank regulations.

Eligibility Criteria

Qualification

• Master’s or Bachelor’s (Hons) Degree (16 years of education) in:

  • GIS / Geomatics

  • Computer Science

  • Civil Engineering

  • Urban / Regional Planning

  • Or related discipline with strong GIS/MIS component

• Degree must be from HEC-recognized university and duly verified.

Experience

• Minimum 10 years of relevant experience in:

  • GIS and database-driven information systems

  • Surveying, drone operations, and related software

  • Land administration and cadastral mapping

  • Resettlement and infrastructure projects

Preference:
Candidates with experience in International / World Bank funded projects will be given preference.

Tenure of Appointment

• Contract basis on lump sum package

• Initially for 01 year

• Includes 03 months probation period

• Extendable subject to:

  • Satisfactory performance

  • Organizational requirement

• Market-based competitive lump sum salary

• Determined based on qualification and experience

Mandate / Charter of Duties

The selected consultant will be responsible for:

System Assessment & Planning

• Review existing LA&R data, processes, and systems across Hydropower Projects

• Identify operational needs for LA&R, ESS, Project Management, Finance, and Senior Management

• Prepare conceptual design and architecture for integrated GIS/MIS

System Design & Development

• Define system requirements, data models, spatial referencing, user roles, and permissions

• Support selection/configuration of GIS/database platforms as per GoP/WAPDA IT policies

• Design spatial databases, attribute tables, data integrity rules, and audit trails

• Develop user interfaces, data entry forms, and map visualization tools

• Prepare System Design Document with timelines and responsibilities

Integration & Implementation

• Link GIS/MIS with existing MIS/FM systems

• Develop data collection, migration, and QA/QC protocols

• Configure and test queries, dashboards, reports

• Conduct pilot testing and document findings

• Refine system after pilot and support roll-out

Monitoring & Reporting

• Design Central LA&R M&E Dashboard with near real-time aggregation

• Coordinate with Social/Environmental Specialists for ESF reporting

• Participate in project meetings and contribute to reports/presentations

Technology & Innovation

• Recommend advanced surveying tools (drones, LiDAR, AI)

• Propose hosting, maintenance, user support, and scaling arrangements

Capacity Building

• Develop SOPs, user manuals, and system guides

• Conduct training sessions for WAPDA staff

• Provide on-the-job coaching

• Develop training modules for technical programs

• Recommend international GIS/MIS short courses

Additional Responsibilities

• Perform any other task assigned by the Project Director/Authority
