MINISTRY OF NATIONAL FOOD SECURITY AND RESEARCH

Government of Pakistan – Situation Vacant

Applications are invited from qualified professionals for appointment against the following specialized, high-level positions on a contract basis under the SPPS (Special Professional Pay Scales) Policy. The appointments are initially for a period of one (01) year, extendable based on performance and requirements.

POSITION DETAILS & ELIGIBILITY CRITERIA

• Age Limit (For All Posts): Maximum 62 years calculated as of the closing date of the advertisement.

1. International Agriculture Collaboration Advisor (SPPS-I)

• No. of Posts: 01

• Educational Background:

  • Master’s degree in Agriculture, Development Studies, Economics, Agricultural Policy, or a related discipline from an HEC-recognized institution.

  • Preferred: Additional training or specialization in international policy/negotiation.

• Professional Experience:

  • 10+ years of progressive experience in agricultural development, including a minimum of 8 years dedicated specifically to international agricultural cooperation or technology exchange.

  • Proven experience representing government bodies at multilateral platforms such as the WTO, FAO, or similar global entities.

  • Strong knowledge of international donor agencies, global agricultural frameworks, and bilateral stakeholder engagement.

2. Agri-Finance & Investment Policy Specialist (SPPS-II)

• No. of Posts: 01

• Educational Background:

  • Master’s degree in Agricultural Economics, Economics, Finance, or a related discipline from a recognized national or international university. Professional qualifications like CA / ACCA with a focus on agriculture/policy are also eligible.

  • Preferred: Certifications in agricultural insurance or microfinance.

• Professional Experience:

  • 10+ years of professional experience in Agri-Finance, rural credit systems, crop insurance frameworks, or agri-policy development.

  • Proven track record of policy drafting and strategy design in collaboration with commercial banks, SBP (State Bank of Pakistan), SECP, or Digital Financial Services (DFS).

  • Expertise in managing public-private financing partnerships.

3. Food Security & Agri Export Promotion Consultant (SPPS-II)

• No. of Posts: 01

• Educational Background:

  • Master’s degree in Agriculture, Agricultural Economics, International Trade, or a related field.

• Professional Experience:

  • Minimum of 15 years of progressive experience in Agri-Export setups, export development strategies, agri-supply chain management, or value addition.

  • Strong working knowledge of internationally recognized sanitary and phytosanitary (SPS) standards, codes of practice, and trade compliance.

  • Demonstrated experience in legislative drafting, policy formulation, and dealing with regulatory affairs governing trade mechanisms.

  • Excellent verbal and written technical communication skills.

4. Consultant (Minor Crops)

• No. of Posts: 01

• Educational Background:

  • Master’s degree (or preferably a Ph.D.) in Agriculture, Agricultural Economics, or a related line.

• Professional Experience:

  • At least 10 years of extensive advisory or consultancy experience in crop production improvement, market dynamics, and supply chain management, preferably within Pakistan.

  • Deep understanding of localized agricultural systems, risk trends, and specific interventions required for minor or high-value crops.

  • Experience conducting structured research, monitoring policy implementation, assessing price trends, and facilitating growers/processors in solving phytosanitary and trade challenges.
