REQUEST FOR EXPRESSION OF INTEREST (REOI)

Selection of Individual Consultants


1. Background

The Karachi Water & Sewerage Corporation (KW&SC) has received financing through the Economic Affairs Division (EAD), Government of Pakistan, from the International Bank for Reconstruction and Development (IBRD) and the Asian Infrastructure Investment Bank (AIIB), along with counterpart funding from the Government of Sindh (GoS), for the implementation of the Karachi Water & Sewerage Services Improvement Project (KWSSIP–II).

The Project Implementation Unit (PIU) of KWSSIP–II intends to apply a portion of these funds to make eligible payments for the services of Individual Consultants.


2. Positions Available

Applications are invited from qualified and experienced professionals for the following positions:

3. Qualification and Experience Requirements

A. Deputy Project Director

  • Master’s degree in Civil Engineering, Water Resources Management, Environmental Engineering, Public Administration, or a related field.

  • Minimum 10 years of experience in managing large-scale infrastructure projects, with at least 5 years in a senior leadership role.

  • Certification in PMP, Lean Six Sigma, or equivalent; training in FIDIC contract management or utility operations will be preferred.

  • Proficiency in project management software such as Primavera or Microsoft Project; familiarity with task and issue tracking tools (e.g., Jira, Asana) preferred.

  • Proven experience in risk management, performance monitoring, workflow automation, and donor-funded project environments, particularly World Bank and AIIB projects.


B. Manager Procurement / Contracts

  • Bachelor’s degree (16 years of education) from an HEC-recognized or international university in Engineering, Law, Business Administration, or another relevant discipline, along with:

    • A Master’s degree in Engineering or Business Administration OR

    • International certification/diploma in Public Procurement / Supply Chain Management.

  • Minimum 10 years of experience in procurement and contract management.

  • Preference for candidates with experience in major civil and mechanical works projects.

  • Prior exposure to World Bank or other Multilateral Development Partner (MDP) procurement procedures is a strong advantage.

  • Extensive experience with FIDIC contracts, large-scale procurements, and contract administration.

  • Strong capability in claims evaluation, dispute resolution, and participation in Procurement Evaluation Committees.


C. Gender Specialist

  • Advanced degree in Gender Studies, Social Development, Sociology, Anthropology, Public Policy, or a related field.

  • Minimum 7–10 years of professional experience in gender mainstreaming, social development, GBV/SEA/SH prevention, and community engagement.

  • Demonstrated knowledge of the World Bank Environmental and Social Framework (ESF) and gender-related policies, including SEA/SH Good Practice Notes.

  • Experience working on large infrastructure or urban water and sanitation projects.

  • Proven experience in gender-responsive stakeholder engagement and Grievance Redress Mechanism (GRM) processes.

  • Familiarity with the Pakistan/Sindh context, KW&SC institutional framework, labor management, resettlement, and social risk management will be considered an asset.


D. Project Management Specialist / Planning Engineer

  • Bachelor’s or Master’s degree in Project Management, Engineering, Information Systems, or a related field.

  • Minimum 7 years of experience in project management, preferably in infrastructure or donor-funded projects.

  • Proficiency in Primavera, MS Project, Master Schedule, or similar project management platforms, with the ability to manage complex datasets.

  • Familiarity with World Bank and AIIB funded project environments.
