CHIEF SECURITY OFFICER

Karachi Water & Sewerage Corporation (KW&SC), established under the KW&SC Act 2023, is responsible for ensuring the provision of water supply and sewerage services across Karachi. Position Details

Post: Chief Security Officer

Upper Age Limit: 55 Years
Job Type: Contract (03 years), extendable based on performance

Required Qualification

• Graduation (2nd Division) from an HEC-recognized university

• Additional certified courses related to security policy, security planning, or security execution

---

Required Experience

• Must be a commissioned serving or retired officer equivalent to BS-19/BS-20 from:

  • Pakistan Police

  • Para-Military Forces

  • Armed Forces

• Must have robust physical health, falling under Medical Category “A”

• Minimum 3 years of proven command experience

• 3 years of staff duties at senior level (will be considered an added advantage)

• Experience in intelligence gathering, analysis, and preventive action is desirable

• Strong proven background in security planning, execution, and operational control

Job Profile & Responsibilities

The Chief Security Officer will be responsible for the overall security framework of KW&SC, including:

Security Policy & Planning

• Develop and implement a comprehensive Security Policy for safeguarding KW&SC operations and assets, both moveable and immoveable.

• Assess security risks and ensure effective risk management practices across all installations.

Operational Security Management

• Ensure the security of all KW&SC properties, infrastructure, assets, offices, pumping stations, filtration plants, and installations.

• Supervise, direct, and control security operations across all sites per defined procedures.

• Oversee security staff, ensuring proper training, discipline, and operational preparedness.

Coordination & Reporting

• Keep the CEO-KW&SC updated on all internal security matters and identify risk-prone or weak areas.

• Act as advisor and coordinator for relevant administrative departments on security issues.

• Maintain strong liaison with Federal and Provincial intelligence agencies and law enforcement bodies regarding security of KW&SC’s installations.

• Coordinate with designated police stations (“Thanas”) established under the KW&SC Act for law enforcement matters.

Compliance & Special Security Duties

• Ensure compliance with GoS/GoP directives regarding the security of foreign nationals as required.

• Provide security arrangements for the KW&SC Tribunal, ensuring safety of the Tribunal Judge, staff, and legal proceedings.

• Take measures to curb unauthorized water network tapping and prevent illegal access to the water distribution system.

• Implement security protocols as per KW&SC Act and associated legal frameworks.

• Investigate security breaches or incidents reported through KW&SC officials or Tribunal and coordinate with law enforcement for resolution.
