Karachi, Pakistan’s largest metropolitan and economic center, continues to face considerable challenges in the delivery of water supply and sewerage services. The Karachi Water and Sewerage Corporation (KW&SC) currently provides WASH (Water, Sanitation, and Hygiene) services to nearly 17 million residents, covering approximately 84% of the city’s population. However, these services have been hindered by aging infrastructure, high non-revenue water, intermittent supply, and limited integration of modern technologies. These longstanding issues have negatively impacted service quality, financial sustainability, and consumer satisfaction.
To address these gaps, the Government of Sindh (GoS)—with support from the World Bank and the Asian Infrastructure Investment Bank (AIIB)—has launched the Second Karachi Water and Sewerage Services Improvement Project (KWSSIP-2). The Project Development Objective (PDO) of KWSSIP-2 is:
Under this initiative, Component 1 – Capacity Building and Reform of KW&SC has been allocated USD 14 million. A major milestone under this component is the signing of a Performance Agreement between KW&SC and the GoS by August 29, 2026, setting clear performance improvement targets. Annual third-party audits will assess compliance, and the results will be made publicly available.
Additionally, KW&SC has adopted its Information Technology Strategy (2025–2028) and digital Master Plan, ensuring end-to-end improvement in service delivery. Multiple institutional studies have emphasized the need for comprehensive reforms to strengthen consumer engagement, operational efficiency, and organizational productivity.
Recognizing the importance of change acceptance and sustainability, KW&SC is seeking a dynamic leader to drive these reforms.
The Chief Transformation Officer (CTO) will guide KW&SC through significant organizational, technological, and cultural transformations. The CTO will design and implement structured change management strategies to ensure smooth adoption of new systems and processes. This includes managing the human side of change—supporting leadership, managers, and employees through the transition.
The role is central to improving institutional performance, enhancing consumer satisfaction, and ensuring long-term sustainability of reforms.
Lead organizational transformation initiatives under KWSSIP-2, especially Component 1.
Develop and execute comprehensive change management frameworks and strategies.
Facilitate adoption of new technologies, business processes, and operating models.
Strengthen stakeholder alignment across government entities, donor agencies, and internal departments.
Support leadership in building a culture of continuous improvement and innovation.
Guide communication strategies to ensure clarity, transparency, and employee engagement throughout the transition.
Provide oversight and direction to departmental focal persons involved in change management tasks.
Ensure reforms are institutionalized for long-term sustainability.
Master’s degree (18 years of education) in:
Business Administration
Organizational Development
Human Resources
Or a related discipline
Certification in Change Management (e.g., PROSCI, ACMP) is an added advantage.
15–20 years of relevant professional experience in:
Organizational change management
Digital transformation
Public utility or sectoral reform projects
Proven expertise in:
Designing and implementing large-scale change management systems
Organizational turnaround initiatives
Strong knowledge of project management methodologies (PMI, PRINCE2).
Demonstrated capacity in:
Stakeholder engagement
Effective communication strategies
Cultural transformation
Experience with Pakistan’s public-sector institutions and donor-funded projects is preferred.
Excellent interpersonal, facilitation, negotiation, and analytical skills.
Strong report writing, presentation, and digital communication abilities.
Reports directly to the Chief Executive Officer (MD/CEO), KW&SC.

Minimum age: 45 years
