The Karachi Water & Sewerage Corporation (KW&SC), established under the KW&SC Act, 2023, is a leading public-sector utility mandated to provide clean and safe drinking water and efficient sewerage services to the citizens of Karachi. As part of its commitment to operational excellence, customer satisfaction, and institutional modernization, KW&SC is undergoing transformative reforms under the Karachi Water & Sewerage Services Improvement Program (KWSSIP-II).

The program is supported by international financing from the World Bank, European Investment Bank (EIB), and Asian Infrastructure Investment Bank (AIIB). Major objectives include:

• Rehabilitation and upgrading of four water filtration plants

• Implementation of energy reduction and efficiency measures

• Improving overall service delivery, operational performance, and infrastructure sustainability

Position Announcement

Project Manager – Electrical & Mechanical (KWSSIP-II)

KW&SC is seeking highly qualified professionals to serve as Project Managers for overseeing clusters of contracts and associated implementation activities under KWSSIP-II.

Required Age, Qualifications & Experience

The Project Manager must have the competencies necessary to manage large, complex, IFI-financed infrastructure projects, particularly those involving water treatment, energy optimization, and modern contracting methods such as Design-Build (DB).

1. Education (Minimum Requirements)

• Master’s Degree (preferred), or

• Bachelor’s Degree (16 years of education) in Electrical or Mechanical Engineering
  — from an accredited and relevant engineering program.

2. General Experience

• 10 to 15 years of progressively responsible experience in:

  • Planning

  • Designing

  • Project management

  • Implementation of major water or sewerage infrastructure projects

3. Specific Experience

Candidates must demonstrate hands-on experience in:

• Design, rehabilitation, or construction of water filtration or treatment plants

• Implementing energy efficiency measures, including:

  • Energy audits

  • Mechanical and electrical upgrades

  • Pumping station optimization

• Managing and administering Design-Build (DB) or EPC contract models

• Working with International Financial Institutions (IFIs) such as:

  • World Bank

  • EIB

  • ADB
    — including knowledge of procurement procedures, safeguards, and fiduciary standards

4. Technical Skills

• Strong understanding of:

  • Water utility O&M

  • Non-revenue water (NRW) reduction strategies

  • SCADA systems

  • Monitoring and performance evaluation

5. Soft Skills

• Excellent abilities in:

  • Communication

  • Negotiation

  • Coordination

  • Technical reporting

• Experience liaising with:

  • Government departments

  • Contractors & consultants

  • International development partners

6. Age Requirements

• Eligible age range: Above 45 years and not more than 62 years

7. Tenure & Number of Positions

• Contract Duration: 3 years (extendable upon mutual agreement)

• Number of Posts: Two (2)
