REQUEST FOR EXPRESSION OF INTEREST (REOI)

Selection of Individual Consultants

1. Background

The Karachi Water & Sewerage Corporation (KW&SC) has received financing through the Economic Affairs Division (EAD), Government of Pakistan, from the International Bank for Reconstruction and Development (IBRD) and the Asian Infrastructure Investment Bank (AIIB), along with counterpart funding from the Government of Sindh (GoS), for implementation of the Karachi Water & Sewerage Services Improvement Project (KWSSIP-II).

The Project Implementation Unit (PIU), KWSSIP intends to utilize part of the proceeds of this financing to make eligible payments for the services of Individual Consultants for the following positions.

2. Positions, Qualifications & Experience

Position 01: Director – Change Management (01 Position)

Qualifications:

• Master’s degree in Business Administration, Organizational Development, Human Resources, or a related discipline (18 years of education).

• Certification in Change Management (e.g., PROSCI, ACMP, or equivalent) will be an added advantage.

Experience & Skills:

• Minimum 15–20 years of relevant experience in organizational change management, digital transformation, or utility reform projects.

• Proven experience in developing and implementing change management frameworks in large organizations.

• Strong understanding of project management methodologies (PMI/PRINCE2) and technology-driven transformation initiatives.

• Demonstrated expertise in stakeholder engagement, communication strategies, and cultural transformation.

• Knowledge of Pakistan’s public-sector institutional environment.

• Prior experience with donor-funded projects will be preferred.

Position 02: Manager – Technical & Engineering (01 Position)

Qualifications:

• Bachelor’s degree in Civil / Mechanical / Environmental Engineering or equivalent.

• Master’s degree in Civil, Water & Wastewater, Sanitary, Hydraulic, or Environmental Engineering (or equivalent) from an HEC-recognized university.

Experience & Skills:

• Minimum 20 years of professional experience, including at least 5 years in a managerial or senior role on major civil and mechanical works projects.

• Experience with projects based on FIDIC conditions of contract and funded/supported by Multilateral Development Banks (MDBs).

• Strong technical expertise in:

  • Planning and design

  • Preparation of specifications and bidding documents

  • Construction supervision

  • Contract management

• Sound knowledge of:

  • World Bank safeguard policies and practices

  • Procurement guidelines and regulations

  • Monitoring & Evaluation (M&E)

  • Geographic Information Systems (GIS)

• Prior exposure to World Bank or other MDB technical management practices will be a strong advantage.

• Experience in Pakistan or Central/South Asia.

• Membership/registration with a recognized professional engineering body.
