REQUEST FOR PROPOSALS (RFP)

HIRING OF CONSULTANTS

The Ministry of National Food Security & Research (MNFSR) invites proposals from highly qualified and experienced professionals for full-time consultancy positions. The selected consultants will assist in establishing a new regulatory framework for international trade, covering plant quarantine, animal quarantine, and seed certification. The objective is to align the National Food Safety, Animal Plant and Health Regulatory Authority (NFSAPHRA) with international standards to enhance Pakistan’s food and agricultural export potential.

Available Consultancy Positions:

The following consultancy positions are available:

  1. Consultant (Institutional Development)
  2. Consultant (Technical)
  3. Consultant (Coordination)
  4. Consultant (Legal)
  5. Consultant (Food Security)

Application Process & RFP Details:

  • The Request for Proposal (RFP) documents, including requirements, scope of work, Terms of Reference (ToRs), tenure, and evaluation criteria, are available on the E-PADS portal: www.eprocure.gov.pk.
  • The selection process will follow the Single Stage – Two Envelope Method, as per PPRA Rules, 2004.
    • Technical Proposal and Financial Proposal should be submitted as separate bids.
  • Only electronic submissions through E-PADS will be accepted. Hard copies will not be entertained.

Submission Deadline & Opening of Proposals:

  • The electronic RFP response must be submitted within 15 days of the advertisement’s publication.
  • The proposals will be opened on 27th February 2025 at 11:00 AM in the Committee Room of the Ministry of National Food Security & Research, B-Block, Pak Secretariat, Islamabad.
  • Consultants or their authorized representatives may attend the bid opening.
