The Ehsaas Undergraduate Scholarship is now run as the Benazir (BISP) Undergraduate Scholarship through HEC. It pays full semester tuition plus Rs 40,000 a year to low-income students admitted on merit to 4–5 year programmes at public sector universities. As of 6 October 2026, we have not found an official HEC announcement of a new application window. Applications go online at ehsaas.hec.gov.pk, and the printed form goes to your university's Financial Aid Office. Other funded routes for undergraduates include PEEF (Punjab domicile) and HEC's Balochistan/FATA scholarships.
Not confirmed. The programme depends on federal funding offered year by year, and HEC has not published a new round we can verify. In earlier rounds the portal opened early in the academic session. In 2020, for example, it ran from 5 September to 30 October.
Don't wait for a headline, though. Financial Aid Offices usually get the notice first, so ask yours directly. Meanwhile, put your documents in order, because the portal window can be short. If you are still choosing a degree, see our guide to undergraduate admissions for current admission dates.
It is a need-based scholarship for the four-to-five-year bachelor's stage, launched in 2019 with a plan to support 200,000 students over four years. Half of the places are reserved for female students and 2% for students with disabilities.
The name has shifted. Ehsaas became the Benazir Undergraduate Scholarship, and HEC's pages now list it as BISP Scholarships for Undergraduates. It is the same programme, and the application portal still uses the ehsaas.hec.gov.pk address. If a university notice uses any of the three names, it means this scholarship.
HEC lists two items: your semester tuition fee as actual, and Rs 40,000 per annum. At launch, the stipend was announced as Rs 4,000 a month. The scholarship covers one degree at one university. It cannot be moved to another university, programme or session.
You need all of the following:
HEC states that no test is conducted. Selection is made from the application and income documents.
Check this list before you spend time on the form:
Excluded students still have options. See the other funded routes below, and our eligibility criteria for undergraduate guide.
HEC's list for the Financial Aid Office:
For parents who are retired, use a pension book or bank statement. For daily-wage workers and shopkeepers, use an income undertaking on stamp paper. Shopkeepers should attach two shop photographs.
HEC publishes the participating public sector universities as a PDF: HEC list of universities for the undergraduate scholarship. Check your university and programme against it first. The official overview is on the HEC scholarship page.
HEC funds it, but each university runs its own round through the Financial Aid Office. Reports put the benefit at full tuition plus Rs 6,000 a month. It is worth asking about if you missed the Benazir round or your university isn't on the list above. Ask your Financial Aid Office when its round opens.
The Punjab Educational Endowment Fund serves Punjab-domiciled students, with special quotas for students from AJK, the merged districts, Gilgit-Baltistan and Islamabad. The usual conditions are 60% marks (or CGPA 2.5) in the last qualifying exam, a family income cap, and no other scholarship at the same time. PEEF has applied an income cap of Rs 60,000 a month at master's level. Confirm the figure for your own category on
At graduation level, PEEF has generally identified high scorers from board data and then asked them to return forms, rather than taking open walk-in applications. We have not found a confirmed 2026 undergraduate deadline.
This route is for students with a valid Balochistan or erstwhile FATA domicile. The main conditions are:
Awards are made on merit and district quota, with a 50:50 split between Balochistan and FATA. Of the awards, 90% go to students who studied intermediate inside these areas and 10% to those who studied outside. Shortlisting has used academic credentials and an HEC aptitude test with a 50% minimum. Each batch carries 1,000 scholarships. HEC has said another 1,000 will be advertised for 2026-27. Apply through the HEC scholarship portal at scholarship.hec.gov.pk. The eligibility details are on the HEC Balochistan–FATA page.
HEC regularly invites undergraduates to apply for scholarships from foreign governments, such as Oman, China and Azerbaijan. Applicants usually need a valid USAT score. The 2026-27 windows we found have closed, for example Oman's closed on 13 July 2026. Watch the HEC portal for the next cycle, and sit the USAT early.

Most failures come from the same few errors:
