PMS Eligibility Criteria 2026: Age Limit, Degree and Domicile

Most PMS applications fail at scrutiny, not in the exam hall: wrong age arithmetic, a missing domicile, a degree in the wrong division. This page lays out each rule for the Punjab PMS exam (run by PPSC), then notes how Khyber Pakhtunkhwa differs.

Education: what degree do you need?

PPSC's advertisements ask for a graduate degree in the second division from a recognised university. They don't restrict the discipline, so BA, BSc, BS, BCom or any other graduate degree counts if it meets that division.

• Third division doesn't qualify.

• Foreign degrees need to be equated with a second-division Pakistani graduation. PPSC's scrutiny notices for PMS refer to equating them.

• Fresh graduates and working professionals can both apply.

• You must have completed every qualification on or before the closing date of the advertisement.

PMS age limit: how it's counted

Age is reckoned on 1 January of the year the exam is held, not on the date you apply. PPSC's FAQ says the qualifying age for competitive examinations is counted that way, and the advertisement for the 2025 cycle (Advertisement 47/2025) counted age on 1 January 2026.

About the 32-year relief. The Punjab government notified a one-time two-year relaxation on 20 August 2026, effective from 1 January 2026 to 31 December 2027, for PMS (BS-17) recruitment through PPSC only. A similar relaxation in 2022 was not carried forward into the next cycle, so don't assume it will continue past 2027. The reports I found don't say how the relief applies to candidates of the 2025 cycle, whose applications closed on 5 January 2026. Check the next PMS advertisement for the wording.

Who doesn't get extra relaxation. PPSC's rules state that the Punjab Delegation of Powers (Relaxation of Age) Rules, 1961 don't apply to posts filled through the combined competitive examination. Service in federal, semi-government, autonomous or local bodies doesn't earn age concession either.

Domicile

You need a Punjab domicile certificate (any district). PPSC accepts a certificate issued on or before the closing date, or proof that you applied for one before the closing date. Don't leave this until the last week.

How many attempts do you get?

PPSC's past PMS advertisements allow three chances per written examination. Treat that as the working rule and check the current advertisement. The Punjab age-relief news says attempt limits remain in force.

Special persons

To use the special-persons quota or age relaxation, you must be registered as a disabled person with the Provincial Council for Rehabilitation of Disabled Persons (Social Welfare Department) and be declared fit for the work of the post. Bring the disability certificate to scrutiny.

Documents PPSC checks at scrutiny

You submit originals at the psychological assessment and interview stage to back up what you entered in your application. PPSC's scrutiny criteria for the combined competitive examination list:

• Valid CNIC

• Matriculation or O-Level certificate (shows date of birth)

• Intermediate or A-Level certificate

• Graduate degree

• Punjab domicile (or proof of application, issued on or before the closing date)

• If claiming the serving-employee relaxation: experience certificate showing four years' service

• If claiming special-person relaxation: disability certificate

PPSC's scrutiny notices for other posts add that it doesn't accept a degree showing only a CGPA, so get a percentage certificate if yours shows only a CGPA. Scrutiny lists change with each advertisement, so check the one for your cycle on ppsc.gop.pk.

PMS eligibility in Khyber Pakhtunkhwa (KPPSC)

KP runs its own PMS exam through KPPSC, with different rules:

• Age and attempts: KP's cabinet raised the upper age limit from 30 to 35 and the number of attempts from three to four as a one-time measure, for PMS exams conducted in 2025 and 2026.

• Domicile: KPPSC's 2026 advertisements ask for a KP domicile (one domicile only) and count age on 1 January 2026. For BS-17 posts they have asked for at least a second-class bachelor's degree. Read the PMS advertisement for the exact conditions.

• Screening test: KPPSC's function rules set a 50% passing threshold for the PMS screening test.

• Current advertisement: KPPSC advertisements.

Quick self-check before you apply

1. Do you hold a second-division graduate degree by the closing date?

2. Is your Punjab domicile (or proof of application) dated on or before the closing date?

3. Are you at least 21 and within the limit on 1 January of the exam year (30, or 32 for 2026–27)?

4. If you're claiming a relaxation, do you hold the certificate (experience letter or disability certificate)?

5. Have you used up your chances? Three chances per written exam, based on past advertisements.
