WAPDA invites applications from qualified and experienced professionals for the position of Chairman, Independent Grievance Redressal Committee (IGRC) for the Dasu Hydropower Project (HPP).
Position Details
- Job Title: Chairman (Independent Grievance Redressal Committee – IGRC)
- Project: Dasu Hydropower Project (HPP)
- Place of Posting: Upper Kohistan
- Quota: Open Merit
- Age Limit: Up to 62 years
- Appointment Type: Contract Basis
Eligibility Criteria
Qualification & Experience
- Retired Additional Deputy Commissioner (Revenue)
- Must be well-versed with World Bank operational policies and guidelines
Tenure of Appointment
- Initial contract period: 01 year
- Extendable based on:
- Performance evaluation
- Organizational requirements
Pay Package
- Lump sum monthly salary: Rs. 315,308/-
- (Inclusive of all perks and privileges)
Mandate / Duties of IGRC Chairman
The Chairman will perform duties as head of the Project-Level Independent Grievance Redressal Committee, including:
Grievance Handling Responsibilities
- Review unresolved grievances referred by District-Level IGRCs
- Address social and resettlement-related issues of project-affected persons
- Resolve grievances preferably within 1 month of receipt or on the first hearing day
- Conduct field investigations for complex cases
Scope of Work
- Review grievances of:
- Directly affected persons
- Indirectly affected persons
- Individuals impacted during project execution
Decision Framework
- Decisions must align with:
- RAP (Resettlement Action Plan) policy
- Entitlement frameworks
- Environmental and safeguard documents (EMAP)
- Resolution to be achieved:
- Through consensus OR
- By 2/3 majority vote
Environmental Grievance Handling
- Review complaints and relevant project activities
- Ensure compliance with:
- Laws of Pakistan
- EMAP guidelines
- Conduct field investigations if required
- Recommend mitigation measures where necessary
- Cases pending in court will NOT be handled by IGRC
Committee Structure
- Minimum 05 members required for quorum
- Perform any additional tasks assigned by:
- GM/Project Director Dasu HPP
- Senior WAPDA management
