Career Opportunity: Manager Government & Regulatory Affairs

Job Purpose

The selected candidate will be responsible for effectively managing the company's interface with government institutions and regulatory bodies for legal, commercial, and regulatory work. This involves developing and executing comprehensive engagement strategies, driving institutional compliance, promoting policy initiatives, and building collaborative relationships critical to business operations and future diversification.


## Key Responsibilities

  • Strategy & Engagement: Lead the development and implementation of government and regulatory engagement frameworks aligned with corporate strategy, legal requirements, and commercial objectives.

  • Policy Monitoring: Monitor legislative and policy developments across relevant sectors (including energy, mining, and national infrastructure) and evaluate their business implications.

  • High-Level Representation: Represent the company in senior engagements with regulatory authorities, government departments, and multi-stakeholder forums.

  • Growth Support: Enable revenue growth by aligning regulatory strategy with business expansion plans, ensuring timely approvals, and unlocking new commercial opportunities.

  • Value Creation: Reduce compliance risk exposure, ensure regulatory certainty, and accelerate approvals for strategic business initiatives.

  • Institutional Relations: Cultivate strategic relationships with federal/provincial institutions, industry consortia, and key regulatory agencies including:

    • Ministry of Energy (MoE)

    • Oil & Gas Regulatory Authority (OGRA)

    • National Electric Power Regulatory Authority (NEPRA)

    • Securities and Exchange Commission of Pakistan (SECP)

  • Risk Management: Provide strategic advice on emerging risks, compliance challenges, and sectoral reforms to ensure proactive mitigation.

  • Cross-Functional Alignment: Coordinate internal collaboration on regulatory affairs across legal, operations, and business units.

  • Executive Support: Deliver internal advisory briefs, stakeholder mapping, and position papers to support executive-level decision-making.

  • Capacity Building: Develop internal organizational initiatives to foster regulatory awareness and governance discipline.


Job Specifications

  • Academic Qualification: Bachelor's Degree from a reputable local or foreign institution recognized by the Higher Education Commission (HEC) of Pakistan in one of the following fields:

    • Business Administration / Economics

    • Law (including Commercial or Business Law)

    • Geology / Geophysics

    • Any Engineering discipline

  • Work Experience: Minimum 14 years of progressive experience in government relations, regulatory reporting and compliance, commercial matters, or strategic planning within reputed organizations.

  • Preferred Assets: Prior exposure to public-sector engagement, energy/oil & gas operations, or inter-agency coordination.
