The Water and Power Development Authority (WAPDA) invites applications from qualified and experienced professionals for the position of Environmental Safeguards Specialist under the project titled:
(Funded under the World Bank Grant Facility)

Master’s or Bachelor’s (Hons.) degree (minimum 16 years of education) in:
Environmental Sciences
Environmental Management
Natural Resources Management
Environmental Engineering
Or a related discipline
Degree must be from a reputable institution recognized by the Higher Education Commission (HEC) of Pakistan.
Minimum 10 years of relevant experience in environmental assessment and management of large infrastructure projects.
Experience in hydropower or dam projects preferred.
Strong familiarity with:
World Bank Environmental & Social Framework (ESF)
Pakistan’s environmental legal and regulatory framework
Environmental approval processes
Proven experience in designing and delivering environmental capacity-building programs for public sector entities.
Strong analytical, supervision, field monitoring, and communication skills.
Preference: Candidates with experience in International or World Bank-funded projects will be given preference.
Contract-based appointment on a lumpsum package.
Initial tenure of 01 year, including 03 months probation.
Extendable based on satisfactory performance and organizational requirements.
Services shall not be regularized at any stage.
Market-competitive lumpsum pay package based on qualifications and experience.
The Environmental Safeguards Specialist will be responsible for the following:
Review existing environmental safeguard systems across hydropower projects.
Identify operational needs related to environmental safeguards, project management, finance, and senior leadership.
Prepare a comprehensive environmental capacity-building plan for hydropower development.
Develop or upgrade:
Environmental screening tools
Risk classification systems
Standard TORs and templates for ESIAs and ESMPs
Cumulative impact assessments
Climate and biodiversity analyses
Enable WAPDA to prepare bankable project documents compliant with international donor and World Bank requirements.
Design and deliver tailored training programs on:
ESF requirements
Environmental regulations
Occupational Health & Safety (OHS)
Pollution control
Biodiversity conservation
Climate risk management
Develop structured training modules for WAPDA’s regular technical programs.
Recommend relevant short courses from international institutions.
Support pilot implementation of improved environmental supervision and reporting systems.
Develop environmental monitoring frameworks and indicators at project and portfolio levels.
Document lessons learned and best practices.
Provide technical support to WAPDA Environmental & Social Safeguards (ESS) teams.
Assist in reviewing and improving environmental instruments for ongoing and pipeline projects.
Advise on integrating environmental safeguards into central procedures and decision-making processes.
Coordinate with GIS, MIS, and Social Specialists for integrated environmental and social risk management.
Participate in project meetings and contribute to reports and presentations.
Perform any other tasks assigned by the Project Director or Authority.
