SITUATION VACANT – PAKISTAN CLIMATE CHANGE AUTHORITY

Position: Chairperson, Pakistan Climate Change Authority (PCCA)

Scale / Grade: Special Professional Pay Scale-I (SPPS-I)

### Role Overview & Profile

The Ministry is seeking a dynamic, distinguished, and highly qualified professional to serve as the Chairperson of the Pakistan Climate Change Authority (a body corporate under the Ministry). The ideal candidate can be a:

  • Scientist or Academician

  • Serving or Retired Government Servant

  • Technocrat, Industrialist, or Agriculturist

### Eligibility Criteria

1. Qualifications

  • Minimum Degree: Ph.D., M.Phil, or Master’s Degree from an HEC-recognized national or international university of high ranking.

  • Relevant Disciplines: Climate Change, Environmental Sciences, Environmental Engineering, Renewable Energy, Natural Resource Management, Economics, Environmental Laws, Finance, Management Sciences, or other closely relevant fields.

  • Preferred Preferences:

    • Degree holders from world-class universities.

    • Candidates with highly cited research publications in national/international high-impact journals.

    • Advanced education or joint degrees spanning finance and law are considered a distinct added advantage.

2. Experience

  • Total Duration: Minimum of 10 years of professional experience in fields related to climate change and the environment.

  • Leadership Track: At least 3 years must be in a senior management-level position.

  • Functional Focus: Proven expertise in policy formulation, strategic planning, and conceiving/implementing development initiatives with a specific focus on climate change.

  • Preferred Organizational Background: Experience in world-class entities such as:

    • Global climate networks (e.g., United Nations, climate finance organizations).

    • Capital markets (investment banking, technical finance, carbon finance).

    • Climate law firms or climate-focused start-ups.

### Disqualification Rules

No person shall be eligible for appointment as Chairperson if they:

  • A) Have been dismissed, removed, or compulsorily retired from service due to disciplinary proceedings.

  • B) Have been convicted by a court of competent jurisdiction for corruption or an offense involving moral turpitude.

  • C) Are a beneficiary of the National Reconciliation Ordinance, 2007 (LX of 2007).

  • Applicable Framework: Job terms, conditions, and service policies are tightly bound by the Pakistan Climate Change Act, 2017, along with rules/regulations under the Act and the Special Professional Pay Scales Policy (as amended from time to time).
