The Government of Pakistan has obtained a "Credit" from the International Development Association (IDA) to fund the Pakistan Hydromet and Climate Services Project. This funding will support the hiring of individual consultants for the project, which aims to enhance the delivery of reliable and timely climate and hydro-meteorological services, and to strengthen community resilience to shocks such as climate risks, health emergencies, food insecurity, and natural disasters.

NDRMF now invites eligible individuals to express their interest in providing consultancy services under the project. Interested consultants must submit detailed CVs demonstrating their qualifications and experience relevant to the services.

Available Positions

1. Sr. Climate Finance Consultant (International) - 1 Position

   • Qualification: Advanced degree in economics, finance, climate and environmental studies, public administration, public policy, business administration, or a related discipline.
   • Experience: Minimum of 6-8 years of professional work experience, along with expertise as per the Terms of Reference (TORs).

2. Sr. Climate Finance Consultant (National) - 1 Position

   • Qualification: Advanced degree in economics, finance, climate and environmental studies, public administration, public policy, business administration, or a related discipline.
   • Experience: Minimum of 6-8 years of professional work experience, along with expertise as per the TORs.

3. Sr. Carbon Consultant (National) - 1 Position

   • Qualification: Advanced degree in economics, finance, climate and environmental studies, public administration, public policy, law, business administration, or a related discipline.
   • Experience: Minimum of 6-8 years of professional work experience, along with expertise as per the TORs.

4. Climate Finance Consultants (National) - 2 Positions

   • Qualification: Advanced degree in economics, finance, climate and environmental studies, public administration, public policy, business administration, or a related discipline.
   • Experience: Minimum of 4-6 years of professional work experience, along with expertise as per the TORs.

5. Communication Consultant (National) - 1 Position

   • Qualification: Bachelor's or Master's degree in communications, graphics, public relations, environmental communications, or a related field.
   • Experience: Minimum of 3-5 years of professional work experience, along with expertise as per the TORs.

• Consultants should adhere to the World Bank's "Procurement Regulations for IPF Borrowers" (July 2016 [Revised November 2017, July 2018, and November 2020]), especially concerning conflict of interest, as outlined in Section III, paragraphs 3.14, 3.16, and 3.17.
• The hiring process will follow the procedures set out in Para 7.36 of the World Bank's Procurement Regulations.
