?? About NDRMF

The National Disaster Risk Management Fund (NDRMF) is a State-Owned Enterprise (SOE)/Public Sector Company, working to strengthen Pakistan’s resilience to climate change and natural hazards. The Fund provides grants for projects focused on disaster risk reduction, climate adaptation, and rapid response capabilities.

To lead this high-impact organization, NDRMF is seeking a dynamic, visionary, and qualified professional for the position of:

Chief Executive Officer (CEO)

---

?? Minimum Qualifications

• At least a Master’s degree (16 years of education) from a HEC-recognized institution or professional body in any of the following disciplines:

  • Business Administration

  • Public Administration

  • Finance

  • Economics

  • Risk Management

  • Disaster Management

  • Environmental Sciences

  • Natural Resource Management

  • Insurance

  • Social Sciences

• Candidates with a Ph.D. or foreign qualifications (recognized by HEC) will be given preference.

?? Required Experience

• Minimum 20 years of progressive, post-qualification professional experience.

• At least 5 years in a top leadership position (e.g., CEO, Managing Director, Director General) in:

  • Large-scale public sector enterprise

  • Financial institution or fund

  • Reputable private organization

?? Essential Experience Must Include:

• Fund mobilization, donor engagement, or development finance

• Work related to Disaster Risk Reduction (DRR), Disaster Risk Management (DRM), Climate Finance, or Climate Change Adaptation/Mitigation

• Proven engagement with multilateral and bilateral donors such as:

  • World Bank

  • Asian Development Bank (ADB)

  • United Nations agencies

  • Other international development partners

? Preferred:

• International exposure in development programs, fund management, or donor coordination will be an added advantage.

3. Project & Operational Leadership

• Extensive experience in managing complex projects, operational teams, and achieving measurable results.

4. Financial & Fund Management

• Expertise in managing large-scale financial resources, particularly in DRR, DRM, and Climate Finance.

5. Donor Engagement

• Strong, verifiable relationships with donor agencies and development partners.

6. Results-Oriented Execution

• Track record of delivering tangible outcomes aligned with strategic mandates.

7. Policy & Governance Knowledge

• Familiarity with:

  • National/international development policies

  • SOE governance frameworks

  • Public sector compliance protocols

8. Stakeholder Management

• Ability to build alliances across government, private sector, and international organizations.

9. Leadership & Communication

• Demonstrated leadership in:

  • Organizational transformation

  • Public engagement

  • Strategic communication

  • Donor negotiations

10. Strategic Partnerships

• Skilled in establishing and sustaining partnerships with domestic and international institutions.

?? Terms of Appointment

• Tenure: Fixed three-year term, non-extendable.

• Salary: Market-based and negotiable, commensurate with qualifications and experience.

• Nationality: Must be a Pakistani citizen (dual nationality holders are ineligible).

• Age Limit: Must be under 62 years as of the application closing date.
