VACANCY ANNOUNCEMENT

An international organization is seeking qualified and experienced candidates for the following position, based in Hyderabad, under a U.S. Department of State (US DoS)–funded health project.


Position Title

Senior Manager – Human Resources & Administration

Location: Hyderabad
Employment Type: Full-time


Position Overview

The Senior Manager HR & Administration is a senior-level, full-time position requiring strong multitasking and leadership capabilities. The role involves close collaboration with project teams, oversight of operational and administrative functions, employee management, and coordination with senior management.

The position is responsible for ensuring effective internal controls and full compliance with U.S. Government (USG), Government of Pakistan, and JSI Headquarters policies and procedures. The incumbent will play a critical role in aligning HR and administrative functions with project objectives and organizational standards.


Key Responsibilities

  • Oversee day-to-day HR and administrative operations in line with project and organizational requirements.

  • Manage employees and support team planning in accordance with project needs.

  • Ensure compliance with USG, Government of Pakistan, and JSI/HQ policies, procedures, and internal control systems.

  • Coordinate with senior management on workforce planning, organizational development, and operational needs.

  • Supervise administrative procurement actions and office operations while ensuring compliance with applicable regulations.

  • Support implementation of organizational security policies, including oversight of facilities, equipment, security service providers, SOPs, and emergency response mechanisms (preferred).


Required Qualifications & Experience

Education

  • Master’s degree in Human Resources Management, Business Administration, Public Administration, or a related discipline.

Professional Experience

  • Minimum 10 years of progressive human resources experience, preferably with international NGOs, development organizations, or donor-funded projects.

  • At least 05 years in a senior HR or management role, demonstrating leadership and oversight of HR functions.

  • Proven experience working on USAID or U.S. Department of State–funded projects, with strong knowledge of USG rules, regulations, and personnel compliance requirements.

  • Solid understanding of Pakistan labor laws and experience in developing and implementing compliant HR policies.


HR & Administrative Competencies

Demonstrated experience in developing, implementing, and maintaining HR policies, procedures, and systems, including:

  • Compensation and benefits administration

  • Performance management systems

  • Staff orientation and onboarding processes

  • Exit and separation management


Skills & Abilities

  • Excellent coordination, communication, and interpersonal skills with the ability to work across teams and functions.

  • Proficiency in Microsoft Office applications (Excel, Word, PowerPoint).

  • Familiarity with online timesheet and leave management systems.

  • Demonstrated cultural sensitivity and ability to work effectively in a multicultural, fast-paced environment.

  • Ability to perform efficiently under pressure and manage multiple priorities.

  • Willingness and ability to travel as required to support project and operational needs.
