Project Background

The Government of Khyber Pakhtunkhwa, with financial assistance from the International Development Association (IDA) of the World Bank Group, has launched the Khyber Pakhtunkhwa Rural Investment and Institutional Support Project (KP-RIISP).

The main objective of the project is to:

  • Strengthen government capacity for delivering basic public services.

  • Develop climate-resilient infrastructure.

  • Improve development outcomes in the poorest newly merged areas of Khyber Pakhtunkhwa Province.

  • Contribute to overall poverty reduction in the region.

The Project Coordination and Management Unit (PCMU) is responsible for:

  • Intensive monitoring and coordination for the Planning & Development Department (P&DDD) and the Project Steering Committee.

  • Providing technical support to departmental Project Implementation Units (PIUs) operating within the following departments:

    • Communication & Works (C&W)

    • Irrigation Department

    • Public Health Engineering Department (PHED)

    • Agriculture Department

    • Local Government Department

Required Qualifications and Experience

Applicants must meet the following criteria:

  • Must be a retired officer of the Pakistan Armed Forces, not below the rank of Lieutenant Colonel (Lt Col) or equivalent.

  • Must have successfully completed an Intelligence Course.

  • Should have extensive familiarity with conflict-affected regions of Khyber Pakhtunkhwa.

  • Must possess proficiency in Information and Communication Technology (ICT) tools, including:

    • GIS-based incident reporting systems

    • Emergency communication platforms

  • Must hold a domicile of Khyber Pakhtunkhwa (KPK).

  • Pashto language proficiency will be preferred.

  • Must be medically classified as Category-A.

Selection Procedure

The selection will be conducted through the Open Competitive Selection Method for Individual Consultants, in accordance with:

Section VII of the World Bank Procurement Regulations for IPF Borrowers
(Goods, Works, Non-Consulting and Consulting Services)
July 2016, revised November 2017, August 2018, and November 2020.
