Public Private Partnership (PPP) Govt of Sindh Jobs Detail

The Public Private Partnership Support Facility ('PSF) is a Public Sector Company of the Government of Sindh ('GoS'). The Company is managing a Viality Gap Fund (VGF) for the GoS, thereby enhancing corporate govemance transparency, improving the delivery of public infrastructure and social services by achieving better value for money improving risk management of the VGF. The financing of the VGF is also augmented by USD 100 million support form the Asian Development Bank (ADS), complemented by grant funds from the Department of International Development, Government of the United Kingdom (administered by ADB). PSF is looking for capable and dynamic individuals for the following positions:

1 Legal Specialist
Qualifications
  • Minimum LLB or equivalent
  • LLM/JD/Bar-at-Law or equivalent would be given prefrence.
Experience
  • Minimum 2 years of relevent work experience in providing legal services and counsel on corporate & company law.
  • Preference shall be given to candidates who have hands on experience of project finance and PPPs.
Requred Skills
  • Thorough understanding of provincial and federal laws of Pakistan, mainly related to Public Private Partnership projects, SPPRA rules, SECP rules and regulation and statutory form filling.
  • To provide support to the Chief Risk Officer and Company Secretary in relation to all regulatory and legal affairs pertaining to the company.
  • To be able to liaison with external counsel in a timely manner.
  • To be able to advice and analysis on legal pertaining to Public Private Partnership projects
  • Drafting Project Appraisal Report(s)
  • Developing Company strategies and cousel commercial agreements, ensuring the company operates in compiance with applicable laws.
  • Advising human resource department on employment law and labor benefits and issues.
  • Provide legal support on contracts.
  • Liaison with other stake-holders
  • Drafting legal documents and review legaVprocurement documents.
  • Any other task(s) as assigned by PSF management
2 Risk Analyst
Qualifications
  • Bachelors(4years)/Master's Degree with majors in Finance/Economics/ Business/Accounts or equivalent
  • Preference shall be given to the individuals with degrees from international institutes or local renowned universities.
Experience
  • Minimum 2 years of cerfiable experience in corporate finance/investment banking/investment research/credit/risk or equivalent
Age Limit
  • Maximum 35 years of age at the time of date of advertisement
  • Investment research and risk analysis of PPP projects
  • Financial modelling and transaction structuring of project finance transactions and FCCL arising out of PPPs
  • Due diligence and report writting of PPPs
  • Liaison with different stake-holders
  • Any other task(s) assigned by the PSF management
3 Finance Manager
Qualifications
  • Qualified ACA / ACMA / ACCA, MBA-Finance from reputable university.
Experience
  • Minimum 5 years of relevent work experience in a reputable organization in a managerial position (Finance / Account Manager / Assistant Manager Finance / Accounts).
  • Preference shall be given to cadidates who have worked In a public sector organization or in a not-for-profit sector.
Required Skills
  • Strong communcation skills especially wirtten.
  • Reasonable command over MS Office especially MS Excel.
  • Working & practical knowledge of matter related to taxation including income tax, provincial sales tax etc.
  • Working & practical knowledge of secretarial matters such as filling of statutory reuns to SECP.
  • Develop and maintain the chart of accounts of the repective heads of the PSF company.
  • Review all the Journal Vouchers, Payment Vouchers, Receipt Vouchers and Petty Cash Vouchers
  • Lead budget preparation & approval exercise of the company including PPP projects related budgeting
  • Review bank reconciliation statements of all bank accounts of PSF company on a monthly basis and submit to CFO & Company Secretary for approval
  • Maintain fixed asset register of the company
  • Payroll management
  • Finalization of periodic financial statement of the company & lead the coordination of annual external audit.
  • Act as a focal person for the company's periodic internal audit exercise.
  • Ensure proper maintenance of accounting records and supporting documents are retained in safe custody as per company's Retention of Records / Documents Policy;
  • Review all withholding tax statements and ensure timely submission of tax deducted with revenue authorities;
  • Respond and coordinate all tax, regulatory and financial matters with tax authorities, regulators, internal / external auditors, legal and tax advisors;
  • Verify monthly / quarterly / annual reports for submission to repective regulatory authority(s) / government / donor(s) / IFI(s);
  • Verify monthly / quaterly / annual form / return for submission to respective regulatory authority; and
4 Driver
Qualification
  • Valid Driving License of Pakistan
Experience
  • Minimum 3 years' experience of working in the capacity of a driver in an organization.
Age Limit
  • 30-55 years of age at the time of date of advertisement
  • Perform driver duties with Executives
  • Perform driver duties on pool vehicle
  • Cleaning and maintaining of vehicles
  • Maintaining vehicle log book
5 Office Boy
Qualification
  • Middle
Experience
  • Minimum 2 years' experience of working in similar capacity in an organization
Age Limit
  • Maximum 45 years of age at the time of date of advertisement
  • To make & serve tea for staff.
  • To serve lunch for staff
  • Cleaning and washing of kitchen and dining area.
  • Cleaning and washing of crockery
  • Outdoor duties
