The Public Private Partnership Support Facility (PPPSF) is a not-for-profit public sector company, fully owned by the Government of Sindh. The organization invites applications from qualified, competent, and motivated professionals for the following senior management positions.
The Chief Executive Officer will be responsible for leading the organization’s corporate strategy within the Sindh Public Private Partnership (PPP) framework, under the guidance of the Board of Directors. The position requires effective management of risks associated with PPP projects and the Viability Gap Fund (VGF).

Member of a recognized body of professional accountants (CA/ICMAP/ACCA, etc.)
OR a Master’s degree (preferably in Accounting, Finance, Investment Management, Economics, Business Administration, Corporate Finance, or Project Development) from an HEC-recognized university.
Minimum 12 years of relevant professional experience in the public or private sector.
Proven experience in leading an organization, managing project finance, corporate finance, or PPP-related functions.
Strong background in PPP project delivery, including structuring, financing, and execution of infrastructure projects such as water treatment, municipal waste, public parks, healthcare, education, roads, and highways.
Understanding of public policy and market issues relating to urban services, regulatory frameworks, and infrastructure financing.
Experience in managing teams of professionals and maintaining effective relationships with PPP Units, line ministries, and donor agencies.
Excellent communication, leadership, and stakeholder management skills.
The Chief Financial Officer & Company Secretary will be responsible for leading the organization’s financial management and corporate governance functions. This role involves overseeing accounting, budgeting, taxation, payroll, investments, and financial reporting, while ensuring regulatory compliance, fiscal discipline, and strategic growth.

For members of professional accounting bodies: Minimum 5 years of relevant work experience.
For Master’s degree holders: Minimum 10 years of relevant experience, including at least 3 years in a senior corporate management position.
Proven understanding of financial management systems, progress reporting, and audit requirements of public sector organizations and multilateral financial institutions.
Knowledge of corporate law, financial regulations, and compliance frameworks applicable to public entities.
Lead financial planning, budgeting, reporting, and audit functions.
Manage the complete financial cycle including accounting policies, internal controls, cash flow, investments, and fixed assets.
Ensure accurate preparation of quarterly and annual financial statements in compliance with applicable standards.
Provide strategic financial insights and performance metrics for management and Board decisions.
Maintain full audit and regulatory compliance with SECP, FBR, and other authorities.
Oversee corporate governance functions as Company Secretary, including Board proceedings, filings, and compliance documentation.
Supervise administration, HR, and procurement functions to ensure organizational efficiency.
Maintain strong working relationships with auditors, banks, regulators, and stakeholders.
Demonstrate excellent communication and interpersonal skills.
