ABOUT KARACHI WATER & SEWERAGE CORPORATION (KW&SC)

Karachi Water & Sewerage Corporation (KW&SC), one of Asia's largest water and sewerage utilities, is a statutory corporation established under the Karachi Water & Sewerage Corporation Act, 2023. The Corporation is undergoing a major institutional transformation aimed at delivering efficient, sustainable, and world-class water and sewerage services to the residents of Karachi, one of the world's largest metropolitan cities.

In this regard, the Board of KW&SC invites applications from dynamic, visionary, and highly accomplished professionals for the position of Chief Human Resources Officer (CHRO) to lead the Corporation's Human Resources function and contribute to its institutional transformation.

The ideal candidate shall be a high-caliber professional with a proven track record of successfully leading HR functions in large-scale public or private sector organizations. The candidate must possess strong leadership capabilities, strategic vision, and demonstrated experience in organizational development, institutional transformation, and change management.

The CHRO shall act as a strategic advisor to the Chief Executive Officer (CEO) and a catalyst for organizational change, ensuring that institutional policies, cultural initiatives, and human resource strategies are effectively implemented and aligned with the Corporation's objectives.

1. KEY ROLE AND RESPONSIBILITIES

Reporting directly to the Chief Executive Officer (CEO), the Chief Human Resources Officer shall be responsible for the effective, efficient, and cost-conscious management of the Corporation's human resources. Key responsibilities include:

• Formulating, developing, and implementing comprehensive HR policies, strategies, and procedures in accordance with applicable laws, rules, regulations, and decisions of the Board.

• Leading the complete HR lifecycle, including workforce planning, recruitment, selection, placement, employee mobility, training, development, and succession planning.

• Establishing and implementing effective performance management systems and promoting a performance-driven organizational culture.

• Leading organizational development, institutional restructuring, and change management initiatives.

• Managing employee relations, welfare, engagement, and grievance redressal mechanisms.

• Overseeing the development and implementation of a robust Human Resource Management Information System (HRMIS).

• Promoting diversity, equity, inclusion (DEI), and gender inclusivity across the Corporation.

• Ensuring effective HR administration, capacity building, and the development of a competent and motivated workforce.

• Advising the CEO and the Board, as appropriate, on strategic HR matters and institutional reforms.

2. QUALIFICATION AND EXPERIENCE

The candidate must meet the following eligibility criteria:

• Education: A Master's degree in Human Resource Management, Business/Public Administration, or a related discipline, with specialization/certification in Human Resource Management, from a reputable national or international institution/university recognized by the Higher Education Commission (HEC). A foreign degree will be preferred.

• Experience:

  • At least 15 years of professional experience in Human Resource Management.

  • At least three years of experience as Head of HR or in a senior HR leadership position in a large-scale public or private sector organization.

  • A demonstrated record of significant professional achievements in organizational growth, institutional development, change management, and organizational transformation.

  • Experience in leading institutional reforms and large-scale organizational transformation initiatives shall be considered an added advantage.

3. AGE LIMIT

The candidate may be 40 years or above, but shall not exceed 65 years of age.

4. TERMS AND CONDITIONS

• Contract: The position shall be offered on a contractual basis for an initial period of three (03) years, extendable subject to satisfactory performance and approval of the competent authority.

• Remuneration: A competitive, market-based remuneration package commensurate with the candidate's qualifications, experience, and professional profile shall be offered.

• Location: The position is based in Karachi.

• Shortlisting: Only shortlisted candidates shall be contacted for further assessment/interview.

• NOC Requirement: Candidates serving in Government, Semi-Government, or Public Sector Organizations shall be required to obtain a No Objection Certificate (NOC) from their respective departments before applying.
