The Planning Commission of Pakistan, under the Ministry of Planning, Development & Special Initiatives, invites applications from dynamic and experienced professionals for a key leadership role contributing to national development and economic transformation.

Position Available

Member – Food Security & Climate Change

This position plays a critical role in policy development, strategic planning, and implementation of initiatives related to food security, agriculture, climate change, and rural development in Pakistan.

Qualifications & Eligibility Criteria

Educational Qualification

Applicants must have:

  • PhD or Master’s Degree in any of the following fields:

    • Agriculture Engineering

    • Agriculture

    • Forestry

    • Veterinary Sciences

    • Animal Husbandry

    • Environmental Sciences

    • Environmental Policy

    • Climate Change & Sustainability

    • Food Security

    • Sustainable Development

    • Public Policy

    • Public Administration

Note: Degree must include specialization in the relevant field.

Experience Requirements

For PhD Degree Holders

  • Minimum 14 years of professional experience

  • Including 5–8 years of managerial/administrative experience at policy-making level

For Master’s Degree Holders

  • Minimum 18 years of professional experience

  • Including 5–8 years of managerial/administrative experience at policy-making level

Terms of Reference (TORs) / Job Responsibilities

The selected candidate will be responsible for:

  • Developing policy recommendations to ensure food security in Pakistan and strengthen the rural economy.

  • Providing expert knowledge on agriculture, food security, and climate change policies at national and international levels.

  • Demonstrating a strong track record in implementing projects and programs in the agriculture and food sector.

  • Supporting agro-based industries development and strengthening food supply chains.

  • Promoting value addition in agricultural and non-farm agro products.

  • Advising the government on food security and climate change strategies.

  • Building strong partnerships between federal, provincial, and local governments, as well as international stakeholders.

  • Addressing complex issues related to agriculture, climate change, and food systems through strategic and innovative solutions.

  • Enhancing rural economic development and integration with national economic policies.

  • Collaborating with donors, NGOs, and non-state stakeholders for effective public sector program implementation.

  • Performing additional duties assigned by the Minister or Secretary of Planning.

Tenure of Appointment

  • Initial appointment for 2 years

  • Extendable annually up to a maximum of 4 years, subject to satisfactory performance.

Pay Package

  • SPPS-1 Scale (Special Professional Pay Scale)
