Position Overview
The Board of the Public Private Partnership Authority (P3A) invites applications from highly qualified, experienced, and dynamic professionals for the position of Chief Executive Officer (CEO).
The CEO will serve as the head of the Authority, which is an independent corporate body established under the Public-Private Partnership Authority Act, 2017 (as amended). The selected candidate will play a critical leadership role in developing, managing, and promoting public-private partnerships (PPPs) to enhance infrastructure development and related services across Pakistan.
Key Responsibilities
The CEO will:
- Lead and manage the overall operations of the Authority
- Develop and implement strategies for public-private partnership (PPP) projects
- Create an enabling environment for infrastructure development through collaboration between public and private sectors
- Oversee planning, execution, and monitoring of PPP projects at national and international levels
- Engage with key stakeholders including federal and provincial governments, ministries, and development partners
- Ensure effective coordination across sectors and institutions
- Promote innovation, efficiency, and value-for-money outcomes in development initiatives
Eligibility Criteria
Applicants must meet the following requirements:
Educational Qualification
- A Master’s degree or equivalent in one of the following fields:
- Finance
- Business Administration
- Engineering
- Degree must be from a local or international institution recognized by the Higher Education Commission (HEC), Pakistan
- Preference will be given to candidates with relevant specialized qualifications
Professional Experience
- Minimum 15 years of professional experience
- Must include senior leadership roles in:
- Financial sector
- Public or private sector organizations
- International development agencies
- Relevant experience areas:
- Infrastructure development
- Public-private partnerships (PPP)
- Project management or related fields
Core Competencies & Skills
Candidates should demonstrate:
- Strong knowledge and leadership in PPP development, planning, and execution
- Proven ability to manage large-scale national and international projects
- Experience working with government bodies and inter-agency environments
- Ability to build partnerships with international development institutions
- Strategic thinking and leadership in complex development environments
- Track record of innovation, coordination, and delivering cost-effective outcomes
- High level of professional integrity, judgment, and leadership skills
- Expertise in:
- Organizational design
- Strategy formulation
- Corporate governance
- Institutional management
Age Limit
- Minimum: 40 years
- Maximum: 62 years
