Hiring of HR Consultant

Pakistan Mineral Development Corporation (PMDC) is a state-owned enterprise responsible for the exploration, mining, and marketing of various minerals. Operates under the administrative control of the Ministry of Energy, Petroleum Division, Government of Pakistan.

PMDC invites applications for the hiring of HR Consultant as detailed below.

Position

HR Consultant (Individual on Fixed Term Contract Basis for One Year)

Qualification

MBA or Master’s degree in related field from an HEC-recognized International Institution.

Experience

Relevant 20 years of post-qualification experience in handling strategic HR operations in large scale industrial units in Pakistan or Abroad. Minimum 5–8 years’ experience as Functional Head/Leadership role in Public Sector Organizations/SOEs of Pakistan with minimum head count of 2000 or more employees is essentially required. Must have excellent skills of restricting HR function, dealing with CBA and Labor Unions, expertise in compensation management implementation, talent management systems, succession planning and HR governance practices. Preference will be given to candidate from Mining/Mining Sector. Additional cross functional experience in Administration/Supply Chain/Industrial relations is highly preferable.

Age

Maximum 65 years as on the last date of application submission.

Terms of Reference (TORs)

  1. Support in development and execution of the Company’s Human Resource Strategy in alignment with corporate objectives.
  2. Direct organizational restructuring, workforce optimization, and HR transformation initiatives to enhance organizational effectiveness.
  3. Support the Management in dealing with industrial relations, collective bargaining processes, and engagement with labor unions to maintain a productive work environment.
  4. Design and recommend compensation, benefits, rewards, and recognition frameworks to ensure market competitiveness and internal equity.
  5. Support in establishing talent management, leadership development, succession planning, and employee retention strategies.
  6. Help to develop performance management and organizational development programs to improve workforce productivity and capability.
  7. Development of SOPs/trainings to ensure compliance with labor laws, corporate governance requirements, HR policies, and public sector regulatory frameworks.
  8. Serve as a strategic advisor to the CEO/MD and Board on human capital planning, organizational culture, and change management initiatives.

  1. Posting will be at PMDC HO, Islamabad with working Monday to Friday (9 AM to 5 PM).
