Our client, a leading Development Sector organization in Pakistan, is looking to hire the following senior management resources:

SENIOR MANAGEMENT POSITION
LIVELIHOOD AND RESOURCE MOBILIZATION

POSITION:

This is a senior management position responsible for leading the Livelihood and Resource Mobilization Department of the organization the department is established to formulate and implement strategies and development plans for underprivileged communities across the country in accordance with livelihood enhancement including Graduation Approach, financial services and enterprise development: technical and vocational skill development, to foster partnerships including collaborations with bilateral donors, trusts and foundations, and the private sector to explore Resource Mobilization opportunities for development programmes aimed at reduction of poverty in the country.

With regard to Programme Design and Implementation, the incumbent shall ensure smooth operations, quality progress and strategic impacts of programmes focused on, but not limited to, financial inclusion, livelihoods, economic empowerment, gender equality etc. He/She shall strengthen policy framework to promote value addition/innovation through financial services to achieve organizational objectives as a sector developer.

The incumbent will be required to devise a strategy for monitoring the progress and achievement of concerned functions as per donor and/or organizational guidelines. He/She shall ensure compliance with relevant regulatory framework(s) to improve the internal control environment.

For the Resource Mobilization portfolio, the incumbent will lead the development of high-quality concept notes and proposals based on organization's strategy, approaches and in accordance with the donors' requirements. The role also requires proactively networking with external stakeholders. In performance of this function, he/she will lead prospect research on donor agencies, corporations and strategically evaluate prospects for corporate and donor grants. The person will take the lead in facilitating inclusive processes for co-creating innovative programme proposals and new partnerships working closely with the innovations team and other internal staff and external investors.

QUALIFICATION & EXPERIENCE:

  • The ideal candidate must have at least 16 years of education or a master's degree in Social Sciences/Project Management/Business Administration/Public Administration or relevant disciplines from an HEC recognized national or international institution.
  • Preference will be given to those with specialized diplomas i.e., courses in human rights, gender, rights-based approaches and leaving no-one behind, project cycle management, monitoring & evaluation for results, SDGs, and local development etc.
  • Minimum 15 years of relevant experience with at least five (5) years in a senior management role. especially in a national/international development sector organization
  • Track record of managing portfolios or institutions where similar work designed, strategic frameworks created. And project cycle management was undertaken.
  • Successful track record of writing, assessing, and evaluating development interventions funding concept notes and proposals bidding processes e.g commercial contract or competitive grant application processes.
  • Knowledge of Government of Pakistan's development strategies/policies and frameworks, and ability to contribute to the strategic policy dialogue in consideration of the political economy of the development sector in Pakistan.
  • Exceptional research, analytical and writing skills to review and identify relevant funding opportunities.
 

SENIOR MANAGEMENT POSITION
SUPPORT SERVICES

POSITION:

This is a senior management position responsible for leading Procurement. Human Resources and Administration functions of the organization and will provide strategic leadership and guidance to these functions in line with organizational objectives. The position shall require devising strategies for monitoring the progress and achievements of these functions. The role requires ensuring compliance of regulatory framework to reinforce the internal control environment.

The person will be mainly responsible for compliance of procurement activities with Donor/PPRA/organizational rules, regulations, and policies to further strengthen the procurement management system. The role will also require ensuring effective delivery of procurement services and management of procurement plans. The person will also look after the overall Administration affairs of the organization and ensure coordination with other departments to streamline the admin related issues. In addition, the person will oversee the Human Resources function of the organization and reinforce the Policy framework to promote value addition/innovation by employees to achieve organizational objectives.

QUALIFICATION & EXPERIENCE:

  • The ideal candidate must have at least 16 years of education or a master's degree in Finance & Accounts/Social Sciences/Project Management/Business Administration/Public Administration or relevant disciplines from an HEC recognized national or international institution.
  • Minimum 15 years of relevant experience in HR, procurement, accounting, and administration with at least five (5) years in a senior management role, preferably in a national/international or a well-recognized development sector organization.
  • Strong leadership and interpersonal skills with a high level of integrity and dependability.
  • Strategic thinker and a result-oriented individual with good decision-making and problem-solving skills.
  • Manage professional relationships efficiently and effectively. Communicate clearly and sensitively with internal and external stakeholders.
  • Possess a collaborative yet disciplined management style to ensure team performance and capability. Should have strong management skills to organize, train and oversee the work of the team for efficient and effective delivery of results.
  • Experience in supply chain, inventory, logistics and contract management would be preferred.
  • Have knowledge/experience of accounting/finance and grant management.
  • Have experience and desired knowledge of legal affairs of organizations and understanding of security affairs and coordination with law enforcement agencies.
  • Experience of communicating with donors for organizational affairs.
