Our client, a major Energy Planning and Operations Organization, is responsible for ensuring the reliability of national energy systems through integrated system planning, system operations, and market operations. The organization operates with professional independence, transparency, and stakeholder accountability, in line with international best practices for energy system and market operation entities.
The Chief Executive Officer (CEO) will lead the organization from its early formation stage through institutional development, operational readiness, and strategic maturity. The CEO will provide visionary leadership to establish the organization as a trusted, efficient, and technically competent institution within Pakistan’s energy sector. The role includes responsibility for regulatory compliance, stakeholder engagement, technology strategy, and operational excellence.
Develop and implement strategic business plans in line with the goals and objectives set by the Board of Directors (BoD) and align organizational objectives with national energy policies.
Lead the development of the wholesale electricity market framework, system operations reforms, and optimal integrated power system planning.
Establish systems and controls to manage real-time system operations, scheduling, dispatch, and settlement.
Ensure grid reliability and lead the digital transformation of grid operations.
Oversee the secure and efficient operation of the national electricity transmission system.
Build and maintain collaborative working relationships with:
Ministry of Energy (Power Division)
National Electric Power Regulatory Authority (NEPRA)
Transmission and distribution licensees
Market participants, development partners, and relevant government agencies
Ensure full compliance with the statutory and regulatory frameworks established by NEPRA and the Government of Pakistan.
Oversee financial and organizational management, including budget development and ensuring long-term financial sustainability.
Communicate effectively with public and private stakeholders and represent the organization at national and international energy-sector forums.
Minimum Bachelor’s degree in Engineering, Energy Systems, Economics, Business Administration, Finance, Accounting (or membership of a recognized professional accounting body), Law, or a related field from a reputed, HEC-recognized national or international institution.
At least 20 years of professional experience in the Power or Energy sector, including a minimum of 5 years in senior executive leadership roles (as CEO or in positions reporting directly to the CEO).
Strong understanding of regulatory, legal, and economic frameworks governing the energy sector.
Excellent communication, negotiation, and strategic leadership skills.
Demonstrated expertise in power system operations, electricity markets, power system planning, or transmission system management.
Proven ability to lead large technical and policy-driven organizations through reform or institutional transformation.
Experience working with or establishing Independent System Operators (ISO), Regional Transmission Organizations (RTO), System Operators (SO), or Independent Market Operator models.
Familiarity with international reliability and operational standards such as ENTSO-E, NERC, or similar frameworks.
Initial appointment on a three (3) year contract, renewable subject to satisfactory performance and applicable statutory requirements.
