 OVERVIEW

Khyber Pakhtunkhwa Health Foundation (KPHF) is an autonomous organization of the Health Department, Government of Khyber Pakhtunkhwa, established to strengthen the healthcare system through innovative Public Private Partnership (PPP) models and other strategic health sector initiatives.

KPHF invites online applications from eligible candidates domiciled in Khyber Pakhtunkhwa for appointment to the following position:

QUALIFICATION, EXPERIENCE & ELIGIBILITY

Qualification:

• Master of Business Administration (MBA) in Supply Chain, Logistics, or Finance from an HEC-recognized local or international university.

Experience:

• Minimum 15 years of progressively responsible professional experience in procurement and supply chain management

• Including at least 05 years of independently managing procurement activities for health sector projects, hospitals, or public sector organizations

• Certification in the relevant field will be preferred

Knowledge & Skills Required:

• Comprehensive knowledge of Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Act, Rules and Regulations

• Government procurement procedures, contract management, financial regulations

• Procurement planning, tendering processes, inventory and supply chain management

• Hands-on experience with ERP-based procurement systems such as SAP, Oracle, or equivalent is MANDATORY

• Excellent leadership, analytical, negotiation, report writing, and communication skills are essential

Preference:

• Candidates with experience in procurement and contract management under Public Private Partnership (PPP) health sector projects, hospital outsourcing, or other large-scale health infrastructure initiatives shall be given preference.

TERMS & CONDITIONS

1. Candidates will be provisionally allowed to appear in the ETEA screening test based on credentials provided. However, detailed scrutiny will be carried out by the appointing authority, and if any candidate is found ineligible in any respect at any stage, he/she will be disqualified.

2. All candidates must create a profile on ETEA's website. After creating the profile and before applying/depositing fee, candidates must print E-Sahulat token from ETEA's website and get their CNIC verified from any NADRA E-Sahulat franchise (Kiosk). Without such verification, they cannot apply.

3. Candidates qualifying the ETEA test shall subsequently be screened for relevance in terms of the eligibility criteria.

4. Interview call letters will be issued to shortlisted candidates only.

5. Candidates should be eligible in all respects before or by the last date of receipt of applications.

6. Applications received after due date will NOT be entertained. Incomplete applications or applications submitted with fake documents/information shall be rejected at any stage.

7. All roles, responsibilities, and the method of selection and appointment shall be governed by the Board of Governors, KPHF.

8. Candidates must possess the prescribed educational qualifications and relevant post-qualification experience, duly issued by the competent authority. Attested copies of Degree, DMC, Domicile, CNIC, and experience certificates shall be required at a later stage after the screening test.

9. All documents shall be verified during the shortlisting process. Any candidate found to have submitted fake, forged, or unverifiable documents shall be disqualified and proceeded against in accordance with the law.

10. The appointee shall initially be on probation for one (01) year, during which the contract may be terminated without notice.

11. A candidate may be disqualified or excluded from interview if he/she:

    • Has been convicted by a court of law

    • Knowingly furnishes false information or suppresses material facts

    • Submits forged or tampered documents

    • Attempts to influence the selection process by improper means

12. Aggrieved candidates may submit a written appeal to the competent authority, whose decision shall be final.

13. The decision of the Selection Committee, subject to approval by the competent authority/Board of Governors KPHF, shall be final.

14. The appointee shall have no conflict of interest.

15. Relaxation of age will be admissible as per existing Govt. Rules.

16. Candidates working in Government/Semi-Government bodies should apply through proper channel.

17. No TA/DA will be admissible for test/interview.

18. In case of foreign degree, equivalent certificates from HEC must be provided.

19. Errors/Omissions in number of posts are subject to rectification.

HOW TO APPLY

1. Interested candidates may first visit www.etea.edu.pk and apply for the posts online.

2. After successful submission of online application, a prescribed online deposit slip (having token number, Project code & candidate's personal information) will be generated.

3. Take a printout of the generated deposit slip & deposit the prescribed test fee (non-refundable) through OneLink.

4. After successful fee submission, keep the original deposit slip (candidate copy) having bank desired stamp with yourself and do NOT share it with anyone else.

5. After online apply, do NOT send documents/testimonials to ETEA office. Copies of testimonials/documents will however be provided by candidates who qualify the screening test, as and when required by the Appointing Authority for scrutiny purposes.
