1. Background

The Government of Pakistan has received financing from the World Bank to support the equitable delivery and improvement of essential health services at the primary healthcare level, contributing toward Universal Health Coverage (UHC) in Khyber Pakhtunkhwa.

The Project Management Unit (PMU) of the National Health Support Program (NHSP-KP), Health Department, Government of Khyber Pakhtunkhwa, seeks to hire qualified Individual Consultants for various positions under the project.

2. Position Available

S. No. 1 — Financial Management Officer

Required Qualifications & Experience

  • Master’s degree in Finance, Accounting, Business Administration, or a related field.

  • Minimum 5 years of experience in accounts management and financial management of public sector programs.

  • Experience related to health sector reforms or similar initiatives at national or provincial levels.

  • Familiarity with World Bank guidelines and Government of Pakistan financial systems.

  • Strong leadership, analytical, and problem-solving abilities.

  • Proficiency in accounting software and financial management tools.

  • Excellent communication and report-writing abilities.

  • Strong project management and time-management skills.

4. Submission Requirements

Interested individual consultants must submit the following:

  1. Letter of Expression of Interest (EOI)

    • Demonstrating suitability, relevant skills, experience, and capacity to undertake the assignment, aligned with the TOR requirements.

  2. Updated and Signed Curriculum Vitae (CV)

    • Highlighting academic qualifications, professional experience, similar assignments, and including a recent photograph.

    • Provide references for verification.

  3. Attested Copies of Educational and Experience Certificates

    • All documents must be duly attested.

5. Conflict of Interest

Attention is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers (July 2016, revised 2017, 2018, and 2020), which outline the Bank’s conflict-of-interest policy.

Selection will follow procedures described in paragraphs 7.36 and 7.37 of the same regulations pertaining to individual consultants.
