Project Title: Hiring of Consultants for Preparation of Feasibility Study for Regularization / Upgradation of Illegal Schemes / Settlements in Islamabad

PROJECT OVERVIEW

Islamabad, the capital city of Pakistan, is known for its modern infrastructure, organized urban planning, and scenic beauty. However, over time, unregulated urban expansion has led to the development of illegal housing schemes and unplanned settlements within the Islamabad Capital Territory (ICT). These areas face significant challenges including:

Poor infrastructure

Inadequate public services

Environmental degradation

Unhygienic living conditions

This situation undermines Islamabad’s planned character and poses administrative, social, and environmental challenges for Capital Development Authority (CDA).

PROJECT OBJECTIVE

CDA intends to hire a qualified Consultant (firm or consortium) to carry out a comprehensive feasibility study focused on:

Upgradation,

Rehabilitation, and

Regularization of illegal schemes and settlements in Islamabad.

PROJECT DETAILS

Coverage Area: All illegal schemes in ICT

Structure: Divided into 20 Land Pockets, each consisting of 3,000 kanals

Study Requirements:

Baseline surveys

GIS-based mapping

Community profiling

Infrastructure assessment

Preparation of revised layout plans

Development of regulatory frameworks

Cost estimation

Objective: Integrate these settlements into the planned urban structure of Islamabad in accordance with:

CDA Bylaws

National Reference Manual (NRM)

Sustainable Development Goal (SDG) 11: "Sustainable Cities and Communities"

CONSULTANT ELIGIBILITY REQUIREMENTS

Qualified Consultants / Firms / Consortia must submit their proposals and demonstrate the following:

A. Mandatory Registrations

FBR Registration (or relevant tax authority)

PEC / PCATP Registration

In case of consortiums, technical and environmental/social consultants must be registered as per roles.

B. Consortium Specific Requirements

Submit Consortium Agreement per Clause 2:26

Affidavit from each consortium member confirming non-blacklisting by any government entity

Each consortium member must nominate at least 1 Key Professional Staff

Lead firm must nominate minimum 2 Key Professional Staff

C. Experience Criteria

Proven, relevant experience in:

Town Planning

Legal and Financial Aspects

Urban Development Projects
