End-of-Term Evaluation – Brick Kiln Project
Brooke Pakistan is a non-profit public limited company (by guarantee) under Section 42 of the Companies Act, 2017. Since 1991, Brooke Pakistan has been working across Punjab, Sindh, and Khyber Pakhtunkhwa to improve the welfare of vulnerable working equines—horses, donkeys, and mules—and the communities that depend on them. We aim to alleviate suffering and bring about sustainable change through long-term animal welfare initiatives.
Pakistan is the third-largest brick-producing country in the world, with over 20,000 brick kilns, most of which operate using outdated, hazardous technologies. These kilns adversely affect workers, animals, and the environment.
Brooke Pakistan implemented a five-year project targeting 3,000 brick kilns, aiming to promote sustainable, welfare-friendly environments for both animals and workers.
Brooke Pakistan invites Expressions of Interest (EOI) from qualified consultants to conduct the End-of-Term Evaluation of the Brick Kiln Project.
Duration: 1st October 2025 – 30th November 2025
Objective: To plan, design, implement, and report the final evaluation of the five-year project.
Terms of Reference (ToRs) will be shared with shortlisted applicants.
Applicants should possess the following:
Relevant academic degree or equivalent experience related to project evaluation.
Proven experience in programme development, project design, implementation, and monitoring & evaluation, especially at a senior level.
Expertise in data analysis and report writing (evidence may be requested).
Experience working in the sectors of animal welfare, livelihoods, livestock, or the brick kiln industry in Pakistan or Southeast Asia.
Familiarity with donor requirements.
Knowledge of the development context in Pakistan.
Understanding of gender equality and non-discrimination.
Strong communication and workshop facilitation skills.
Ability to manage time and resources effectively under tight deadlines.
Note: If the selected evaluator lacks veterinary or animal welfare experience, Brooke Pakistan reserves the right to engage a technical expert to support the evaluation.
The consultant will be responsible for the following:
Conducting interviews with Brooke staff using pre-defined templates.
Preparing an inception report based on templates provided in the ToRs.
Collecting primary data from a variety of field stakeholders.
Reviewing and analyzing relevant secondary project documentation.
Conducting debriefing sessions and stakeholder workshops.
Compiling, presenting, and submitting the final evaluation report.
