NADRA is seeking a highly skilled and experienced professional for the following position, under the provisions of Regulation 9, 10, and 11 of the NADRA Employees (Service) Regulations, 2002.
Position: Chief Legal Officer
Pay Scale: BPS-21 (or equivalent)
Maximum Age Limit: 55 Years
1. Educational Background
Mandatory: Bachelor of Laws (LLB).
Preferred: Master of Laws (LLM) and/or Doctor of Philosophy (PhD) in Law, particularly in Constitutional, Commercial, or Information & Communication Technology (ICT) Law.
Note: All degrees must be recognized and attested by the Higher Education Commission (HEC). For foreign degrees, an equivalence certificate from HEC is required.
2. Professional Experience, Responsibilities, Skills & Competencies
A. Core Legal Practice Experience:
Must be a licensed advocate with at least 15 years of standing at the Bar, eligible to practice before the High Courts and/or the Supreme Court of Pakistan.
Demonstrated substantial court appearances in high-profile litigation before superior courts.
Proven expertise in drafting and pleading appeals, petitions, writs, and complex corporate/commercial cases.
Extensive legal practice experience focusing on regulatory, constitutional, contractual, and corporate governance matters.
Experience in handling large-scale litigation portfolios, including HR-related legal matters, corporate disputes, contract negotiation, and statutory interpretation.
B. Sectoral and Institutional Experience (Any of the following tracks):
Track 1: Public Sector/Regulatory Bodies
At least 5 years of experience in a senior legal leadership role (BPS-21 or equivalent) OR 7 years in BPS-20 (or equivalent) in regulatory authorities.
Proven national-level experience in regulatory, constitutional, and contractual matters, including drafting and reviewing complex agreements, joint ventures, concessions, and Public-Private Partnership (PPP) arrangements.
Preference will be given to candidates with experience in government/regulatory bodies involving policy and institutional accountability framework development, legal compliance, and managing privacy issues.
Track 2: Corporate Sector
At least 5 years of experience in a senior managerial legal role at a large-scale national or multinational entity.
A proven track record in leading legal strategies, advising senior stakeholders, and agreeably handling large, complex matters.
Experience in corporate governance, compliance, and large-scale litigation management.
Track 3: Academia & Research
A demonstrated track record of at least 10 years in BPS-20 & above (or equivalent academic rank) in policy/legal research and publications.
Proven ability to lead teams of legal researchers and contribute to legislative initiatives.
C. Skills and Competencies:
Leadership & Management: Strong managerial skills to handle organizational legal affairs, contracts, disputes, procurement, legal compliance, and board/committee support. Demonstrated ability to lead, manage, and develop diverse, multi-region legal teams.
Strategic Advisory: Capability to advise government and statutory bodies on compliance, governance, and legal risk management. Experience in stakeholder management and presentation before parliamentary committees and national forums.
Drafting & Framework Development: Proven experience in drafting regulations, statutory instruments, and policy frameworks. Capacity to develop Standard Operating Procedures (SOPs), compliance systems, and legal risk management frameworks.
Technical Knowledge: Working knowledge of procurement rules (PPRA, SPPRA). Familiarity with international law, cyber security, privacy laws, data protection, and information technology law is highly preferred.
Personal Attributes: Strong analytical, negotiation, and communication skills. Ability to apply legal principles in a practical, business-focused way. High ethical standards and integrity are crucial. Decision-making capability in fast-paced environments.
3. Terms & Conditions
The selected candidate will be hired on a contract basis for an initial period of 5 years, which is extendable based on performance.
Management reserves the right to accept or reject any application without assigning any reason.
Only shortlisted candidates will be called for an interview.
Candidates shall be disqualified if any false information is provided.
For serving government employees: 5 years of age relaxation is included in the above age limit. A No Objection Certificate (NOC) from the respective department is mandatory at the time of application submission.
The selected candidate must provide Medical Fitness and Character Certificates.
Attested educational documents from HEC or the respective regulatory body must be provided.
No TA/DA will be admissible for the interview.
