CHIEF INFORMATION TECHNOLOGY OFFICER (CITO)
Karachi Water and Sewerage Corporation (KW&SC), Pakistan's leading public sector utility, serves the people of Karachi metropolitan area and is responsible for ensuring clean, safe drinking water and sewerage services to the public. Enacted under the Karachi Water and Sewerage Corporation (KW&SC) Act 2023, the utility envisions organizational reform activities to transform its culture towards full corporatization and a performance culture.
KW&SC is seeking the services of a dynamic and committed Chief Information Technology Officer to lead the Corporation's digital transformation agenda and develop a secure, integrated and technology-driven organization by modernizing information systems, improving operational efficiency, strengthening cybersecurity, enabling data-driven decision-making and ensuring uninterrupted IT services across the Corporation.
KEY RESPONSIBILITIES:
- DIGITAL TRANSFORMATION: Lead the development and implementation of the Corporation's Digital Transformation Strategy by driving the automation of business processes, replacing manual systems with integrated digital platforms, and establishing a technology roadmap that aligns digital initiatives with the Corporation's strategic objectives.
- ENTERPRISE APPLICATIONS: Lead the implementation and management of enterprise-wide digital systems, including ERP, Human Resource Management System (HRMS), Finance and Accounting Systems, Procurement and Inventory Management, Asset Management System, Customer Billing System, Complaint Management System, Geographic Information System (GIS), SCADA integration, Mobile Workforce Applications, and the Electronic Document Management System (EDMS)
- CYBERSECURITY: Develop and implement an enterprise cybersecurity framework covering network security, identity and access management, disaster recovery, security audits, penetration testing, and ISO 27001 compliance to protect the Corporation's digital infrastructure.
- INFRASTRUCTURE MANAGEMENT: Oversee the management, security, and reliability of the Corporation's IT infrastructure, including data centers, cloud infrastructure, servers, networks, storage, virtualization, backup systems, internet connectivity, and disaster recovery sites.
- DATA GOVERNANCE: Establish an enterprise data management framework encompassing data architecture, master data management, governance, quality standards, business intelligence, executive dashboards, and AI-enabled analytics to support informed decision-making.
- SMART UTILITY INITIATIVES: Lead the implementation of smart utility technologies, including smart water metering, IoT sensors, leak detection, pressure monitoring, smart pumping stations, energy monitoring, GIS-enabled asset tracking, and remote monitoring systems to enhance operational efficiency and service delivery.
- PROJECT MANAGEMENT: Lead the planning and execution of IT projects by preparing project charters, monitoring implementation, ensuring adherence to timelines and budgets and coordinating with consultants and vendors.
- IT GOVERNANCE: Develop and implement IT policies covering governance, cybersecurity, data privacy, software procurement, hardware lifecycle, disaster recovery, digital signatures, email usage and IT asset management.
- INNOVATION: Promote the adoption of emerging technologies, including artificial intelligence, machine learning, predictive analytics, digital twin technologies, cloud computing, robotic process automation (RPA), and blockchain where appropriate, to drive innovation and operational excellence.
The Chief Information Technology Officer shall report directly to the Managing Director/Chief Executive Officer and shall present quarterly progress reports to the Board through the CEO.

EXPERIENCE |
- Master's degree in Computer Science, Information Technology, Software Engineering, Information Systems, or Computer Engineering.
- MBA (preferred)
- Professional certifications such as: PMP/PRINCE2, CISSP, CISM, ITIL, TOGAF, COBIT, Microsoft/AWS/ Oracle Cloud certifications (preferred)

- Minimum 15 years of progressively responsible IT experience.
- At least 8 years in a senior leadership role.
- Demonstrated experience implementing large ERP systems.
- Experience in digital transformation of large organizations.

General Terms and Conditions:
- The appointment shall be on contract basis for the period of 3 years and extendable on satisfactory performance.
- All appointments will be subject to fulfillment of codal formalities/verifications/administrative formalities.
