Organization Overview

Karachi Water & Sewerage Corporation (KW&SC) is a leading public sector utility, established under the KW&SC Act-2023. The corporation is mandated to:

  • Ensure the provision of clean and safe drinking water.

  • Provide effective sewerage services.

  • Maintain relevant infrastructure across Karachi.

KW&SC is currently undergoing a comprehensive institutional reform aimed at improving service delivery and customer focus.

Position Summary

The Chief Executive Officer (CEO) will lead this transformation and serve as the head of the Corporation. Under the strategic oversight of the Board, the CEO will:

  • Hold administrative and financial authority as delegated or prescribed.

  • Act as the Principal Accounting Officer.

  • Provide strategic, innovative, and visionary leadership.

  • Ensure alignment with the KW&SC Act-2023 and Board-approved policies.

Key Responsibilities

  • Devise and implement strategic and operational business plans.

  • Collaborate with the Board and stakeholders to:

    • Improve distribution systems.

    • Modernize commercial and financial operations.

    • Develop human capital.

    • Strengthen organizational capacity.

  • Lead and manage the utility’s turnaround and reform initiatives.

  • Foster strong relationships with stakeholders and provide strategic direction to senior management.

  • Ensure financial discipline, business efficiency, and service excellence.

Required Qualifications

Candidates must possess one of the following:

  • Master’s degree or minimum 16 years of education in:
    Business Administration, Public Administration, Management Science, Finance, Commerce, or Engineering from an HEC-recognized or reputable international university.
    OR

  • Fellow Membership of a recognized body of professional accountants (e.g., ICAP, ICMAP) with HEC equivalency to a master’s degree.

Experience Requirements

  • Minimum 18 years of verified experience in large public or private sector organizations.

  • Preferred: Experience in national or international development organizations.

  • Mandatory: Minimum 5 years in a senior leadership position, including:

    • Leadership in a public sector organization.

    • C-level experience in a private sector entity.

Note: Applicants from Government/Semi-Government/Autonomous bodies must apply through proper channel with a No Objection Certificate (NOC).

Other Requirements

  • Age Limit: Not more than 60 years on the closing date of the advertisement.

  • Location: Position based in Karachi.

  • Contract Tenure: 4 years (contractual), extendable as per mutual agreement under KW&SC Act-2023.
