CAREER OPPORTUNITY

Position:

Chief Commercial Officer (CCO)

Organization:

Karachi Water & Sewerage Corporation (KWSC)

Reporting To:

Chief Executive Officer (CEO)

Key Responsibilities:

Formulate and lead the commercial and investment strategy of KWSC, aligned with sustainable water supply, wastewater management, and infrastructure services objectives.

Develop and manage the Commercial Department of KWSC.

Lead the development of a tariff review framework for assessing, adjusting, and approving customer tariffs periodically.

Develop and implement tariff proposals to the KWSC Board and Government of Sindh, as required by the KWSC Act, 2023.

Oversee revenue management and customer engagement systems to ensure financial sustainability and customer satisfaction.

Structure and oversee commercial arrangements, PPP transactions, and investment opportunities to enhance service delivery and financial sustainability.

Establish and manage mechanisms for mobilizing long-term financing, including fundraising, blended finance, and partnerships with local and international stakeholders.

Lead negotiation and execution of concession agreements, project finance structures, and commercial contracts with private sector and multilateral partners.

Represent KWSC in high-level engagements with multilaterals, development partners, investors, developers, and government stakeholders.

Provide strategic advice to the CEO and Board on commercial initiatives, financial structuring, and investments.

Establish and monitor KPIs for all commercial activities, reporting regularly to the CEO and Board.

Qualifications and Experience:

Minimum 10 years of experience in commercial management, finance, strategy, infrastructure development, investment management, or related fields.

Proven experience leading large-scale commercial, infrastructure, or investment initiatives, effectively engaging government and other stakeholders.

Knowledge of financial/investment transaction structuring, with preference for candidates experienced in Public-Private Partnerships (PPP).

Master’s degree in Finance, Economics, Business Administration, or a recognized professional qualification such as CA, CFA, ACCA, ICMA, etc.

Other Information:

Market-based, competitive compensation package commensurate with qualifications and experience.

Position includes an official vehicle with monthly fuel entitlement, health coverage, and other Board-approved benefits.

Initial 5-year contract, renewable for successive terms with annual increments, based on satisfactory performance.
