VACANCY ANNOUNCEMENT

Pakistan Mineral Development Corporation (PMDC)

Pakistan Mineral Development Corporation (PMDC) is a State-Owned Enterprise operating under the administrative control of the Ministry of Energy (Petroleum Division), Government of Pakistan. PMDC is responsible for the exploration, mining, and marketing of various minerals across the country.

PMDC invites applications from qualified, experienced, and motivated professionals for the following positions on an open-term contract basis.


1. Assistant Manager – HSE (Health, Safety & Environment)

Location: Site-Based (Punjab / Balochistan)

Age Limit: Up to 30 Years

Qualification

  • Bachelor’s Degree in Engineering or Environmental Sciences
    OR

  • Master’s Degree in Health & Safety

  • NEBOSH IGC or equivalent certification (Minimum 15 years of education)

Experience

  • Minimum 3 years of post-qualification experience

  • Must include Health, Safety & Environment experience

  • Experience in mining operations, particularly in remote areas, will be preferred

Key Responsibilities

  • Implement salient features of PMDC’s HSE & Sustainability Program in line with corporate policies

  • Provide HSE support through coaching, training, and facilitation at site level

  • Ensure compliance with safety standards, approved risk matrix, and ALARP principles

  • Conduct safety inductions, toolbox talks, and on-site training sessions

  • Carry out inspections, audits, and maintain site risk registers

  • Participate in incident investigations and root cause analysis

  • Ensure timely reporting of incidents, accidents, and near-misses

  • Coordinate emergency response activities and liaise with local authorities


2. Deputy Manager – Environment

Location: Head Office / Sites (as required)

Age Limit: Up to 35 Years

Qualification

  • Bachelor’s Degree in Environmental Engineering
    OR

  • Master’s Degree in Environmental Sciences

  • Certification in EMS Lead Auditor (Mandatory)
    (Minimum 16 years of education)

Experience

  • Minimum 7 years of post-qualification experience

  • Experience in Environmental Management & Social Impact Assessment

  • Familiarity with mining industry preferred

  • Experience with ESG frameworks such as GRI, UNGC, WEF, SASB (Mandatory)

Key Responsibilities

  • Develop and lead comprehensive Environmental Management Programs

  • Formulate strategies for GHG reduction, waste management, biodiversity protection, and pollution control

  • Supervise environmental monitoring (air, water, soil quality)

  • Develop environmental KPIs and performance tracking systems

  • Conduct environmental audits and ensure regulatory compliance

  • Implement corrective measures based on audit findings


3. Manager – HSE (Health, Safety & Environment)

Location: Head Office / Quetta Branch Office / Sites (as required)

Age Limit: Up to 45 Years

Qualification

  • Bachelor’s Degree in Mining, Environmental, Chemical, or Civil Engineering

  • International HSE Certifications such as CSP, NEBOSH Diploma or equivalent (Mandatory)
    (Minimum 16 years of education)

Experience

  • Minimum 10 years of post-qualification experience

  • Experience in HSE management role

  • Underground mining experience preferred

Key Responsibilities

  • Lead HSE functions across PMDC projects and operations

  • Develop and execute risk-based OHS&E programs

  • Supervise ERP/MIS systems related to HSE

  • Develop and update Corporate HSE Manual

  • Conduct audits, inspections, investigations, and risk assessments

  • Analyze accident and near-miss data to implement preventive measures

  • Plan and conduct safety training, workshops, drills, and awareness campaigns

  • Promote safety culture and compliance with ALARP principles
