Official Notice: Appointment of Advertising Agencies

Organization: Higher Education Commission (HEC), Pakistan

Objective: Open competition for the appointment of advertising agencies to manage publicity assignments for a two-year period.

### Eligibility Criteria

To qualify for consideration, interested agencies must meet the following mandatory requirements:

  • Legal Status: Must be a registered business entity (APNS, PID, PBA, etc.).

  • Tax Compliance: Must be active on the FBR Taxpayer list.

  • Experience: Minimum of three years in active operation.

  • Affiliation: Must be currently enlisted with the Press Information Department (PID).

  • Reputation: Must not be blacklisted by any government office.

### Evaluation & Submission Requirements

Profiles will be evaluated based on the following 10 key pillars:

Reputation Overall client portfolio and verified testimonials.
Capacity Financial stability and design team size/structure/tools.
Portfolio Comprehensive print portfolio and digital media experience (platforms/clientele).

Compliance Proven adherence to relevant Laws and Ethics.
Value Add Any supplementary services offered by the agency.
