The National Database & Registration Authority (NADRA) invites applications from highly qualified, experienced, and motivated legal professionals for the post of Chief Legal Officer. This recruitment is being carried out under Regulations 9, 10, and 11 of the NADRA Employees (Service) Regulations, 2002.

?? Position Overview

Position Title: Chief Legal Officer

Location: Islamabad (Head Office)

Age Limit: Maximum 55 Years (including age relaxation)

Type of Employment: Contract Basis

Initial Contract Duration: 5 Years (extendable based on performance)

?? Educational Requirements

Minimum Qualification:

Bachelor of Laws (LLB) from a recognized institution

Preferred Qualifications:

Master of Laws (LLM)

Ph.D. in Law, Constitutional Law, or Commercial Law

Note: All degrees must be recognized by the Higher Education Commission (HEC). Foreign degrees must have valid HEC equivalency certificates.

?? Professional Experience

? Legal Practice

Must be a licensed advocate with a minimum of 15 years standing at the Bar

Eligible to practice in High Courts and/or the Supreme Court of Pakistan

Proven record of handling high-profile litigation

Proficiency in drafting complex legal documents including appeals, writs, and commercial cases

Preference will be given to candidates with expertise in Privacy Law, Data Protection, or Regulatory Affairs

? Corporate & Regulatory Experience

Demonstrated leadership in handling legal matters in regulatory bodies, government departments, or national-level organizations

Experience in:

Regulatory, constitutional, commercial, and contract law

Drafting/reviewing complex agreements, PPPs, MOUs, and joint ventures

Managing legal issues related to procurement, compliance, and corporate governance

Development of Standard Operating Procedures (SOPs) and legal risk frameworks

Eligibility through any of the following:

5 years in a senior legal leadership role

3 years in BPS-21, or

7 years in BPS-20 or equivalent in public sector institutions

Government employees may apply through proper channel with a valid NOC

Deputation options are available for eligible candidates

? Sectoral Experience

Preference will be given to individuals with:

Experience in government and regulatory institutions

Legal expertise in policy development, privacy law, compliance, and digital/data governance

Understanding of institutional accountability frameworks

?? Key Skills & Competencies

Strategic legal leadership and team management

In-depth knowledge of:

Legal compliance

Data privacy laws

Information technology regulations

Corporate and constitutional law

Experience in:

Supporting board and committee legal operations

Managing HR-related, commercial, and institutional litigation

Providing advisory services to government/statutory bodies

Strong capabilities in:

Negotiation, communication, and decision-making

Navigating PPRA, SCEP, and public procurement laws

High ethical standards and a commitment to transparency

Familiarity with international treaties, cybersecurity, and digital rights laws

Initial appointment is on a 5-year contract, extendable based on performance.
