Vacancy Announcement

Position: Vice Chancellor – University of Karachi

The Government of Sindh invites applications from highly qualified and distinguished individuals for the position of Vice Chancellor, University of Karachi. This opportunity is open to renowned academicians, accomplished academic leaders, and dynamic professionals with strong managerial and financial leadership capabilities.

Appointment Details

  • The Vice Chancellor will be appointed by the Chief Minister on the recommendation of the Search Committee.
  • Appointment will be made under the provisions of the Search Committee Act, 2022.
  • Tenure:
    • Initial term: 4 years
    • Extendable for one additional term of 4 years (subject to approval).

Eligibility Criteria

Candidates must meet one of the following categories:

Category 1: Academic Leadership

  • Ph.D. from an HEC-recognized university/institution in a relevant field.
  • Eligible to be appointed as a Full Professor.
  • Minimum 20 years of experience, including:
    • At least 10 years in administrative, academic, or financial roles.
  • Experience in positions such as:
    • Vice Chancellor, Rector, President
    • Pro Vice Chancellor, Dean, Chairman
    • Registrar, Principal
    • OR equivalent positions (BPS-17 or above) in:
      • Public sector
      • National or international private organizations

Category 2: Civil Service Officers

  • Cadre officer of BPS-21 or above (PAS / Ex-PCS / PSS / PMS).
  • Must hold a Master’s degree from an HEC-recognized institution.
  • Must:
    • Resign or retire from civil service upon selection.

Category 3: Academia / Research / Leadership

  • Master’s degree (Ph.D. preferred) in a relevant field.
  • Minimum 15 years of experience in:
    • Academia
    • Research
    • Civil society
    • Management leadership
  • Strong research profile:
    • At least 10 publications in HEC-recognized journals.

Age Limit

  • Maximum age: 62 years (on the closing date of application).

Key Responsibilities

  • Promote quality education.
  • Encourage research and development initiatives.
  • Build national and international institutional linkages.
  • Develop a sustainable business model for the university.
  • Conduct data analysis of industrial sectors for policy development.

Required Skills

  • Strong analytical and critical thinking abilities.
  • Excellent communication skills (written, spoken, and presentation).
  • Ability to:
    • Collect and analyze quantitative and qualitative data.
    • Understand financial systems and budgeting mechanisms.
