Public Financial Management Expert - Economic Reform Unit (One Position)
Education Qualification & Experience
MBA (Finance) / M.A (Economics) / M.Sc. (Finance) / CFA/CA from a HEC recognized University with 12 years' experience OR Ph.D in a relevant subject(s) with at least 08 years' experience gained in Government Organizations, in one or more of the following areas:-
Impact of Budgeting Processes on Public Sector Efficiency.
Financial Transparency and Accountability in Public Sector Entities.
Evaluation of Public Expenditure Policies.
Taxation Policies and Economic Development.
Fiscal Decentralization and Local Government Finance.
Public-Private Partnerships (PPPs) in Infrastructure Development.
Performance Measurement and Management in Public Sector Entities.
Sustainability and Resilience in Public Finance.
Age Limit: (less than 63 years on the date of advertisement). The maximum service age is restricted upto 65 years.
Job Description
Review the Finance Department current financial management policies and procedures and identify areas for improvement.
Develop and implement new financial management policies and procedures as needed.
Provide guidance and support to the Finance Department in the preparation and implementation of its annual budget.
Monitor budget implementation and provide advice to Finance Department officers on any variances or issues.
Develop and implement a financial reporting system that provides accurate and timely information to management and stakeholders.
Conducting comprehensive assessments of revenue collection processes and taxation systems to provide strategic guidance to the government.
Provide training and capacity building to staff on financial management best practices.
Ensure compliance with relevant PFM laws and regulations.
Identify financial risks and implement internal controls to mitigate risks and safeguard public assets.
Engagement with stakeholders, including government agencies, development partners, and civil society organizations, to foster collaboration and transparency in Public Financial Management initiatives.
Advocating for policy reforms and Institutional changes aimed at strengthening Public Financial Management systems and promoting good governance principles.
Provide training and capacity building to staff on financial management best practices. Ensure compliance with relevant PFM Law and regulations.
1. Recruitment shall be made as per Sindh Management Position Scale Policy, 2022, issued by Services, General Administration
& Coordination Department, Government of Sindh vide Notification No. SOII (SGA&CD)6-32/2021 dated: 29-12-2022.
2. The appointment of each position will be on a contract basis initially for the period of (02) two years which is further extendable for the period of (02) two years, subject to satisfactory performance, and subject to maximum service age of 65 years.
3. MP-I Scale Salary package would be offered to the successful candidate.
4. Application(s) already in service, should apply through proper channel along with NOC from the competent Authority of their present organization(s).
5. Only shortlisted applicants shall be called to appear in the interview and no T.A/D.A will be admissible in any case.
