Applications are invited from Pakistani nationals to fill the following senior-level positions at the Higher Education Commission (HEC), Pakistan. These positions require highly qualified, experienced, and visionary professionals with proven leadership and management capabilities.

1. Member (Strategic Planning)

Salary Package: Rs. 500,000/- per month
No. of Posts: One (Merit)
Tenure: As per HEC policy
Maximum Age: 65 Years
Place of Posting: Islamabad

Minimum Eligibility & Experience:

• PhD from an HEC-recognized institution in a relevant discipline.

• Minimum 20 years of post-qualification experience in academia, research, public/private sector organizations, or government institutions.

• Demonstrated experience in strategic planning, program management, and policy development at a senior leadership level.

• Proven analytical skills with strong “big picture” thinking capability.

• Experience in stakeholder engagement and collaboration with diverse constituencies.

Key Responsibilities:

• Lead strategic development and institutional planning initiatives.

• Oversee performance management, scenario planning, and policy advisory functions.

• Provide guidance on sectoral reforms and governance improvements.

• Engage with national and international stakeholders to strengthen higher education planning frameworks.

2. Member (Quality Assurance)

Salary Package: Rs. 950,000/- per month (All Inclusive)

Tenure of Contract: 2 years (extendable)
Maximum Age: 65 Years
Place of Posting: Islamabad

Minimum Eligibility & Experience:

• PhD in a relevant discipline from an HEC-recognized institution.

• Minimum 20 years of experience in teaching, research, academic management, or quality assurance in higher education.

• Proven record of leading quality improvement initiatives in higher education institutions.

• Experience in implementing Total Quality Management (TQM) frameworks.

Key Responsibilities:

• Act as the key driver of Quality Assurance across the higher education sector.

• Promote a culture of quality enhancement in teaching, learning, research, and institutional governance.

• Develop and strengthen quality standards, accreditation systems, and evaluation mechanisms.

• Coordinate with universities and regulatory bodies to ensure compliance with national and international quality benchmarks.

3. Member (Research, Development & Innovation)

Minimum Eligibility & Experience:

• PhD from an HEC-recognized institution.

• Minimum 20 years of experience in teaching, research, innovation management, or academic leadership.

• Strong understanding of national research ecosystems and innovation frameworks.

• Proven leadership in research program development and management.

Key Responsibilities:

• Strengthen the country’s research and innovation ecosystem.

• Formulate and implement policies for research funding, development, and commercialization.

• Promote collaboration between academia, industry, and international partners.

• Guide national initiatives in research excellence and innovation capacity building.

4. Director, National Academy of Higher Education (NAHE)

Salary Package: Rs. 950,000/- per month (All Inclusive)
No. of Posts: One (Merit)
Tenure: Contract basis as per policy
Maximum Age: 50 Years
Place of Posting: Islamabad

Minimum Eligibility & Experience:

• PhD in Education, Management, HRM, or related discipline.

• Minimum 22 years of post-qualification experience in teaching, research, academic administration, or institutional management (BPS-17 and above or equivalent).

• Demonstrated leadership in capacity building and faculty development programs.

• Experience in managing large-scale educational institutions or training academies.

Key Responsibilities:

• Lead the design and implementation of national-level faculty development and capacity-building programs.

• Promote academic excellence and innovation in teaching methodologies.

• Develop strategic and business plans to ensure sustainability of NAHE initiatives.

• Ensure transparency, accountability, and quality through monitoring and evaluation frameworks.
