Job Opportunities – Market Implementation & Regulatory Affairs Department (MIRAD)

Lahore Electric Supply Company (LESCO) is a major public-sector electricity distribution company in Pakistan. The organization is seeking competent, dynamic, self-motivated, and qualified professionals for its Market Implementation and Regulatory Affairs Department (MIRAD) on a contractual basis.


Department Overview – MIRAD

The MIRAD Department serves as a central interface between LESCO and the competitive electricity market. It is responsible for:

  • Bilateral contract portfolio management
  • Short and medium-term demand forecasting
  • Transmission planning
  • Legal, financial, and regulatory affairs
  • Implementation of Competitive Trading Bilateral Contract Market (CTBCM) framework
  • Ensuring compliance with laws, rules, regulations, and market codes

Available Positions


1. Manager (Legal)

Age Limit

  • Up to 50 years

Qualification

  • Bachelor’s degree in Law (LLB) from HEC-recognized university
  • Master’s in Law or Bar-at-Law preferred

Experience

  • Minimum 10 years of experience in:
    • Corporate law
    • Regulatory affairs
    • Contract management
  • Preference for candidates with power sector experience

Job Responsibilities

  • Provide legal support for electricity market operations
  • Ensure compliance with laws, rules, and regulatory frameworks
  • Handle bilateral contracting and dispute resolution
  • Represent LESCO in legal proceedings and public hearings
  • Manage legal aspects of CTBCM implementation
  • Provide legal advisory on energy trading contracts

2. Deputy Manager (Legal Contracts)

Age Limit

  • Up to 45 years

Qualification

  • Bachelor’s degree in:
    • Engineering
    • Finance
    • Accounting
    • Law
    • Management Sciences
      (from HEC-recognized institution)

Experience

  • Minimum 5 years of relevant experience
  • Experience in:
    • Contract management
    • Bidding processes
  • Power sector experience preferred

Job Responsibilities

  • Support bilateral contract management
  • Assist in bidding and procurement processes
  • Ensure compliance with legal frameworks
  • Provide administrative legal support to Manager (Legal)

3. Assistant Manager – Transmission Planning

Age Limit

  • Up to 32 years

Qualification

  • Bachelor’s degree in:
    • Electrical Engineering
    • Electronics Engineering

Experience

  • Minimum 2 years of experience
  • Preference for power sector experience

Preferred Skills

  • Transmission planning at 132KV level
  • Software tools: PSS/E, ETAP
  • Knowledge of PC-1 project documentation
  • Capital budgeting and project preparation

Job Responsibilities

  • Assist in transmission system planning
  • Prepare technical and project documents
  • Support infrastructure development planning
  • Report to Deputy Manager (Transmission Planning)

4. Assistant Manager – Demand Forecasting

Age Limit

  • Up to 32 years

Qualification

  • Bachelor’s degree in:
    • Electrical Engineering
    • Electronics Engineering

Experience

  • Minimum 2 years of experience
  • Preference for:
    • Power sector experience
    • Demand forecasting expertise

Job Responsibilities

  • Develop medium-term electricity demand forecasts
  • Analyze consumption and load trends
  • Support forecasting models and reporting
  • Assist in strategic planning of energy demand

Employment Terms & Conditions

  • Contract-based employment
  • Market-based lump sum salary package
  • 6-month probation period
  • Non-pensionable
  • No conversion to permanent employment
