Consultancy Services Required

Position Title:

Environment and Social Safeguard Expert

The Government of the Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) for the Power Distribution Strengthening Project. Lahore Electric Supply Company (LESCO), as the implementing agency, intends to utilize part of the loan proceeds to hire an Individual Consultant for Environment and Social Safeguard services.

LESCO now invites Expressions of Interest (EOI) from eligible individual consultants who meet the qualification and experience requirements detailed below.

Qualification & Experience Requirements

Academic Qualification

  • PhD / MPhil / Master’s degree in:

    • Environmental Sciences

    • Environmental Engineering

    • Social Sciences

  • Degree must be from an HEC-recognized university

Professional Experience

a. Minimum 10 years of professional experience in environmental and social safeguards, including preparation of Initial Environmental Examinations (IEE) and Environmental Impact Assessments (EIA)

  • Experience with ADB or other Multilateral Development Bank (MDB)–funded projects will be considered an added advantage

b. At least 5 years of specific experience in preparation and implementation of:

  • IEE

  • EIA

  • Environmental Management Plans (EMP)

  • Land Acquisition and Resettlement Plans (LARP)

  • Infrastructure or energy sector projects

c. Sound knowledge of:

  • ADB Safeguard Policy Statement (SPS) 2009

  • Pakistan’s environmental and social regulatory framework

d. Must be registered with the Pakistan Engineering Council (PEC) with valid and active registration status

These sections outline ADB’s policy on conflict of interest.

Selection Method

The consultant will be recruited using the Individual Consultant Selection (ICS) method in accordance with ADB Procurement Regulations for ADB Borrowers, as amended from time to time.
