INVITATION FOR REQUEST FOR PROPOSALS (RFP)

HIRING OF INDIVIDUAL LEGAL CONSULTANTS

1. INTRODUCTION

The Ministry of Railways, Government of Pakistan, invites proposals through EPADS v2.0 from eligible individual legal consultants for the provision of legal consultancy services on a contract basis for a period of twelve (12) months, in accordance with the approved Terms of Reference (TORs).

4. IMPORTANT INSTRUCTIONS

  1. Multiple Applications: An individual consultant may submit a proposal for one or both positions; however, a single consultant shall not be awarded both positions. Each position shall be evaluated separately.

  2. Access to Documents: Detailed TORs, eligibility requirements, evaluation criteria, draft contract, RFP documents and submission instructions are available on EPADS v2.0 and may also be accessed/downloaded from the official websites of the Ministry of Railways, Pakistan Railways and PPRA.

  3. Submission Method: Proposals shall be submitted online through EPADS v2.0 within fifteen (15) days from the date of publication of this advertisement. Hard-copy proposals shall not be accepted unless specifically required in the RFP.

  4. Documentary Evidence: Consultants shall upload all qualification, professional enrolment licence, experience and other supporting documents prescribed in the RFP. Experience shall be established through documentary evidence.

  5. PPRA Framework: The procurement shall be conducted in accordance with the applicable PPRA framework, including the Public Procurement Rules, 2026 and applicable Procurement of Consultancy Services Regulations.

  6. Right to Reject: The Ministry reserves the right to accept or reject any or all proposals, or cancel the procurement, in accordance with applicable law, rules and the RFP.

  7. Penalty for Forgery: Submission of forged/false documents or misrepresentation shall attract action under applicable law and procurement rules.
