Hiring of Individual Consultants

The Government of Punjab, with financial support from the World Bank, is implementing the Punjab Human Capital Investment Project (PHCIP) [Project ID: P164785]. The project aims to improve access to quality health services and economic and social inclusion programs for poor and vulnerable households in selected districts of Punjab.

In this regard, Punjab Social Protection Authority (PSPA) intends to hire the services of qualified and experienced Individual Consultants on a contractual basis until the completion of the project (i.e., June 30, 2026).

?? Vacant Positions & Details:

?? 1. Financial Management Specialist

Maximum Monthly Remuneration: PKR 700,000

Qualification:

Preferably CA/ACCA/ACMA/CIMA or equivalent professional qualification

OR Master’s Degree (or equivalent) in Finance, Accounting, or a related discipline from an HEC-recognized university

Higher qualifications will be given additional weightage

Experience:

Minimum 8 years of relevant experience after acquiring the required qualification (except CA/FCA)

For CA/FCA: Minimum 5 years of experience

At least 3 years of experience in the government sector, preferably in foreign-funded projects

Knowledge of:

ERP systems, public sector accounting, PFM cycle

Regulatory frameworks, financial modeling, and reporting

Proficiency in:

Accounting software / ERP

MS Office Suite (Word, Excel, PowerPoint)

?? 2. Safeguards Specialist

Maximum Monthly Remuneration: PKR 700,000

Qualification:

At least a Master’s degree (16 years of education) in:

Environmental Science

Natural Resource Management

Gender Studies

Social Work

Or any related discipline from a HEC-recognized local or foreign university

Experience:

Minimum 8 years of documented, verifiable experience in:

Implementing and managing environmental and social safeguards

Working on development projects

Preference will be given to:

Candidates with experience in gender-related issues

Experience in citizen engagement

Strong verbal and written communication skills in English

Proficiency in MS Office (Word, Excel, PowerPoint)

?? 3. Data Analyst

Maximum Monthly Remuneration: PKR 325,000

Qualification:

Master’s degree (16 years of education) in:

Statistics

Computer Science

Economics

Or a relevant field

Advanced certification in Data Analytics will be preferred

Experience & Skills:

Minimum 3 years of verifiable experience in:

Data cleansing, preparation, and analysis

Creating dashboards and visualizations

Handling survey data

Additional Skills:

Excellent report writing and communication

Prior academic research/reporting experience is a plus

Strong teamwork, interpersonal, and multi-tasking abilities

Proficiency in tools like:

SQL, Oracle, Tableau, Power BI, R, STATA
