Position: Communications Specialist (PPS-10)

Project Overview:

The Government of Punjab has secured funding from the World Bank for the Punjab Human Capital Investment Project (PHCIP) [P164785]. The project's primary goal is to enhance access to quality health services and to promote economic and social inclusion programs for poor and vulnerable households in selected districts of Punjab. In line with this mission, the project seeks to hire a Communications Specialist on a contractual basis until the project's completion on June 30, 2025.

Position Details:

  • Assignment Title: Communications Specialist

  • Qualification:

    • Minimum: Master's degree or equivalent (16 years of education) in Mass Communications, Journalism/Media, or a related discipline.
    • Institution: Degree must be from a foreign or local university recognized by the Higher Education Commission (HEC) of Pakistan.

  • Experience:

    • At least 8 years of verifiable experience post-qualification in developing communication strategies/plans.
    • Proven track record in executing major communication initiatives in the public or private sectors, with a focus on marginalized and poverty-stricken communities.
    • Demonstrated expertise in media outreach and the preparation of written materials such as issue briefings, press releases, web content, and layout for various media.

  • Skills:

    • Strong planning, organizational, and management skills.
    • Excellent reporting and coordination abilities.
    • Written and oral fluency in English.
    • Proficiency in MS Office (Word, Excel, PowerPoint).

  • Remuneration:

    • Up to PKR 635,000/- per month (approximate).
    • Market-based remuneration will be commensurate with experience and qualifications.

Additional Considerations:

  • Due Weightage:
    • Existing network in electronic and print media.
    • Experience with Social and Behavioural Change Communication.
