1. ROLE OVERVIEW & STRATEGIC PURPOSE

The Director General (Legal) serves as the most senior legal executive within the organization, tasked with the comprehensive leadership, management, and supervision of NGC’s entire legal and litigation framework. This pivotal role is responsible for the strategic safeguarding of the company’s legal interests across all operational and regulatory domains.

The incumbent functions as the principal legal advisor to senior management, the Chief Legal & Regulatory Officer (CLRO), and the Board of Directors, delivering authoritative counsel on complex legal matters. A critical component of this role involves the proactive management and representation of the organization in all litigation proceedings before superior courts, tribunals, and various regulatory forums. Furthermore, the Director General (Legal) is the custodian of corporate compliance, ensuring that all organizational policies, commercial contracts, and operational activities are executed in strict adherence to applicable national laws, regulatory requirements, and corporate governance standards.

Core Functional Areas:

• Legal Advisory: Delivering high-level, strategic legal opinions on corporate structuring, regulatory changes, and complex commercial transactions.

• Litigation Management: Overseeing all court cases, coordinating with external counsel, and representing NGC in high-stakes legal disputes to mitigate risk and protect corporate assets.

• Contractual Oversight: Reviewing, drafting, and negotiating major contracts, ensuring favorable terms and legal soundness.

• Regulatory Compliance: Ensuring the company's operations are compliant with the State-Owned Enterprises Act, 2023, and other relevant statutory instruments.

• Board & Governance Support: Preparing legal briefs and providing advisory support for Board meetings and governance committees.

3. JOB SPECIFICATIONS (CRITERIA FOR ELIGIBILITY)

To be considered for this role, applicants must strictly meet the following specifications:

A. Educational Qualifications:

• Mandatory: LLB (minimum 2nd Division) from a university recognized by the Higher Education Commission (HEC).

• Preferred: LLM or a higher law degree (L.L.D., etc.) from a recognized institution. A foreign qualification in Law will be viewed favorably.

• Professional Status: Enrollment as an Advocate of the High Court and/or the Supreme Court of Pakistan is highly desirable.

B. Work Experience (Post-Qualification):

• Total Tenure: A minimum of 15 years of progressive experience in litigation, legal practice, or corporate legal affairs.

• Core Litigation: Must demonstrate substantial, hands-on experience handling complex cases before the superior courts (High Courts and Supreme Court).

• Senior Management: A minimum of 3 years of experience in a senior legal leadership or management capacity within a:

  • Public-sector organization

  • Regulatory body

  • Large corporate entity

  • Prestigious law firm (in a partnership or senior counsel role).

C. Fit & Proper Criteria:

• All applicants must satisfy the Fit & Proper Criteria as stipulated under Schedule-IV of the State-Owned Enterprises (SOE) Act, 2023.

D. Age Limit:

• Maximum: 45 years as of the closing date for applications (7th September, 2026).
