CHALLENGING OPPORTUNITY

Organization Profile:
Pakistan Bureau of Statistics (PBS) is the prime official agency responsible for collection, compilation and dissemination of reliable and timely statistical information, which is essentially required for policy makers, planners and researchers. The Ministry is looking for a qualified, vibrant, energetic and experienced individual for the following position in PBS, who shall also be the Chief Executive Officer.

Position: CHIEF STATISTICIAN

Qualification and Eligibility Criteria

Qualifications:

• Masters or an advanced university degree preferably Ph.D in relevant subject such as Statistics or Economics, preferably from a leading International University recognized by Higher Education Commission (HEC) of Pakistan.

Skills:

• Professional with demonstrated technical knowledge of statistics; national and international economic and management skills.

• Minimum 20 years' experience, with at least 5 years in senior management position in organizations of significant size and importance.

• Experience of managing large databases, national statistical surveys, compiling and analyzing National Income Accounts, Economic Statistics and related areas.

• Proven leadership and research record on various national and international social & economic issues; Statistical Data Analysis and input to policy formulation in large organizations.

• Knowledge and experience of analyzing computer-based data/statistical information and use of advanced computer softwares.

Terms of Reference

The Chief Statistician shall be the Chief Executive Officer of the Bureau and shall perform, inter alia, the following functions:

a) To decide the manner in which data for statistical purposes are collected, transmitted, processed, compiled and published.

b) To supervise the taking of census throughout Pakistan through Provincial Census Commissioners; and assign such tasks to them as may be deemed necessary to conduct and supervise the census.

c) To appraise the quality of all statistics at national level.

d) To ensure coordination with all the other statistical agencies, authorities and bodies.

e) To promote, develop and maintain a strong analytical and research capacity within the Bureau.

f) To prepare annual work plans and five-year work plans, progress reports and budgets for the Bureau.

g) To develop national statistical standards and promote standardization of concepts and definitions conforming to international standards and to ensure observance by Government departments, both Federal and Provincial, research and statutory bodies.

Salary

• Special Professional Pay Scale-II

Age Limit

• Maximum 60 years on the closing date of applications.

Term of Appointment

• Term of appointment is five (05) years.

• The individual shall be eligible for re-appointment through a competitive process, subject to satisfactory performance.

• The individual will cease to hold the post on completion of term or attaining the age of sixty-five (65) years, whichever is earlier.
