Government Introduces Major Civil Service Reforms To Ensure Transparency

The government has introduced major civil service reforms to improve governance. The federal education minister, Shafqat Mahmood had addressed the press conference in Islamabad to outline the newly introduced modifications in several areas such as civil servants promotion rules, civil servants retirement rules, discipline rules, rotation policy, rationalization and revised MP scale policy. Earlier the prime minister of Pakistan, Imran Khan had also approved the civil servant rules 2020 to enhance the performance of bureaucracy and to ensure the effective internal accountability of bureaucrats 

Civil Service Reforms

  • The government has categorically defined the authorities that will be responsible to promote the officer on the basis of his/her annual performance, training, and interview of the evaluation board. In case the officer will have any pending investigations in FIA or NAB then the promotion will be deferred until the final decision of the inquiry. Furthermore, transparency will be ensured to promote the eligible officers. 
  • For the retirement of the civil servants, the authority has been defined such as chairman of the Federal Public Service Commission would have the power to direct retirements for officers of grades BS-20 and above. However, the secretary and joint secretary will be able to take the decision regarding the retirement of officers of grades BS-17 to 19 and BS-16 respectively. 
  • According to the new efficiency and discipline rules, the candidate can submit the response against the charges in 14 days and the decision of the inquiry committee will come within 60 days. 
  • The strength of the Pakistan administrative services has also been decreased to enhance the strength of the other services.
  • To select the MP scale officers the advertisement will be published to recruit the individuals and the time period in the MP scale has been increased up to 2-3 years and it can be extended further. 
  • As per the new rotation policy the rotation has been linked with the promotion and the officers cannot stay more than 10 years in any province and after the completion of ten years, they will be transferred.
